The Circular prescribed the Price list of the Registration fee for new vehicles: 2 wheel motorcycles, 3 wheel motorcycles and mopeds (including electric motorcycles), and the similar vehicles and body, chassis, engines of such vehicles if replaced must be registered with the competent State agencies (collectively referred to as motorcycles); automobiles, trailers or semi-trailers towed by automobiles and the similar vehicles and body chassis and engines of these vehicles if replaced must be registered with the competent State agencies (collectively referred to as automobiles).
As for used automobiles and motorcycles, the price of the Registration fee will be applied under Circular No. 301/2016/TT-BTC dated November 15, 2016 of the Minister of Finance regulating on the Registration fee.
The Price list which is amended and supplemented in the case of incurred automobiles, and motorcycles which are not regulated in the Price list issued by the Ministry of Finance or the actual transfer price of automobiles, motorcycles defined in the Price list which issued by the Ministry of Finance, increases or reduces by at least 20% .
In the case of the actual transfer price of automobiles, and motorcycles on the market is lower than the price of the Registrations fee issued by the Ministry of Finance, the price to calculate the Registrations fee is the price under the Price list issued by the Ministry of Finance, which is in effect.
At the time of fully submitting the declaration dossiers for the Registration fee, the actual transfer price of automobiles and motorcycles on the market increased by 20% or more compared to the current price price list which is applied or the price to calculate the Registrations fee which is not specified in the Price list issued by the Ministry of Finance, the Tax authority will based on the price to calculate the Registration fee for automobiles, and motorcycles, which is regulated in the Price list and guidance in Point a, Clause 3, Article 3 of Circular No. 301/2016/TT-BTC dated November 15, 2016 of the Minister of Finance to determine the Registration fee as per provisions.

In case of automobiles and motorcycles which are not stipulated in the Price list issued by the Ministry of Finance, the Tax Departments inform the Tax Branches for the price to calculate the Registration fee which is synchronously applied.
This Circular takes effect from January 1, 2017 and applied for the declaration dossiers of the Registration fee submitted for the Tax Authority from January 1, 2017.
The Price list of the Registration fee for automobiles and motorcycles issued enclosing with Circular 304/2016/TT-BTC prescribed: For automobiles which are produced domestically before 2000, there have been different collection levels for the registration fee such as: For automobiles made in Vietnam and China, the price to calculate the Registration fee will be from 60 to 340 million vnd depending on the capacity. For automobiles made in Korea and Japan, the price to calculate the Registration fee will be from 80 million vnd to 1.02 billion vnd depending on the capacity. For automobiles made by Germany, USA, Canada, the price to calculate the Registration fee will be from 260 million vnd to 1.7 billion vnd depending on the capacity. For automobiles made by England, France, Italy, Sweden, the price to calculate the Registration fee will be from 200 million vnd to 1.8 billion vnd, depending on the capacity. For automobiles made by the countries of the former Soviet Union and the former East Germany, the price of registration fee is from 50 million vnd to 230 million vnd depending on the capacity. For Van and Pickup types in particular, the Registration fee will be calculated by 80% of the automobile type of the same capacity. For imported motorcycles, the price to calculate the Registration fee depends on the vehicle group, brand, trademark and capacity. The lowest price is subject to electric two-wheel type with 12 million vnd. The highest price is subject to Harley-Davidson brand with more than 1.8 billion vnd. For motorcycles manufactured domestically, the lowest price to calculate the Registration fee is 8 million vnd (electric type) and the highest price is subject to the People type of Kymco brands with 131 million vnd. For motorcycles manufactured before 2000, the Registration fee will be calculated depending on manufacturing country, type (gear motor or scooter) and capacity. The price is ranged from 10- 65 million vnd. |
