Automate the registration fee management process

After six years of implementing the registration fee management process for other assets subject to registration fee (except houses and land) issued with Decision No. 2050/QD-TCT, the implementation of this process is no longer suitable for current practice and needs to be researched, evaluated, and summarized to build a process that approaches management practice.

According to Deputy Director General of Taxation Mai Son, this is a request to ensure requirements in tax management, meeting changing regulations in Law on Tax Administration and related regulatory policies. Therefore, it is necessary to develop a new process to replace the current registration fee management process for other assets subject to registration fee (except houses and land).

Accordingly, the new process modifies the current management process while being consistent with the new regulations and taking into account factors such as predictability, comprehensiveness, digitalization, and relationships with related agencies…

"In particular, in the current digital transformation trend, the new process needs to meet maximum automation factors to create convenience for people and businesses," Deputy Director General Mai Son said.

According to Mrs. Ly Thi Hoai Huong, Deputy Director of Tax Administration Department on small and medium enterprises and business households, individuals (General Department of Taxation), up to now, the Department has compiled all the proposed contents of tax departments and evaluated requirements that must be changed and problems that arise during the management process in details. At the same time, coordinating with units under the General Department of Taxation to complete the Draft.

The new Draft has five goals including: ensuring that the work of registration fee collection is synchronous and consistent with collection policy complying with the provisions of law; removing difficulties and obstacles during the implementation; applying information technology in all stages from receiving to processing registration fee documents, ensuring facilitation and maximum support for tax authorities at all levels; unifying the implementation and formulate the price list for calculating registration fee for cars and motorbikes issued by the Ministry of Finance; completing the centralized database on revenue management for other assets subject to registration fee to serve tax management.

Deputy Director General of Mai Son requested the Tax Administration Department on small and medium enterprises and business households, and individuals to synthesize fully and in detail the opinions collected from the units so that the registration fee management process, when issued, must ensure the removal of obstacles in the implementation.
