VCN- After nearly 2 years implementing the mechanism of border gates shifting procedures for home use goods to My Dinh ICD, with the benefits achieved, the Ministry of Finance proposed with the Prime Minister to officially apply this mechanism from January 1, 2017.

The Ministry of Finance proposes the contents on the scope of application including: the scope of the border gates to apply this mechanism outside Hai Phong Port to meet the aspirations and the demand of business’s participation and permitted to apply the border gates shifting procedures for the home use goods from all imported border gates to the My Dinh ICD.

The conditions for the enterprises are that the Ministry of Finance proposes to not limit enterprises which are allowed to implement Customs procedures at ICD My Dinh.

On the border gates shifting Customs procedures for imported home use goods to My Dinh ICD, the Ministry of Finance said, currently this procedure is specifically stipulated in the current legal documents. Hence, the Ministry of Finance will guide specifically on the Customs procedure of border gates shifting for imported home use goods to My Dinh ICD as per current provisions of the law. Customs will strengthen to apply risk management and inspect by container scanner machines in advance at the border gates for goods which have high risk, and supervise goods which are transported from the border gates to My Dinh ICD by using Global Positioning System to prevent trade fraud and reduce administrative procedures and costs for enterprises.

Earlier, the Ministry of Finance organized a summary meeting of the pilot mechanism of shifting the border gates for home use goods at the My Dinh ICD and collected the opinions of relevant authorities (the Hanoi People’s Committee, the units under the Ministry of Finance, the Hai Phong Customs, the Hanoi Customs Department, and Interserco International Investment Trade and Service Company).

Currently, the Ministry of Finance has completed the Draft Decision issuing the regulations on border gates shifting procedures for home use goods at My Dinh ICD to submit to the Prime Minister.

Since the pilot date until August 31, 2016, the total number of declarations as well as the turn-over and the revenue have been significantly increased. In detail, from June 2014 to the end of the year 2014, there were 232 declarations registered with a turn-over of $US13.2 million and 187.9 billion vnd was the entire amount of duties collected. In 2015, the total number of declarations increased to 1,384; the turn-over reached $US 75.5 million and the revenue was 1,644 billion vnd. Over the past 8 months in 2016, there have been 969 declarations with turn-over of $US 101.7 million and the collected duties worth 702.4 billion vnd.

The figures above show the application of the mechanisms allowing home use goods to be implemented through Customs procedures at My Dinh ICD, and there was a significant amount of business in Hanoi which had demand and saw the benefits from this mechanism, that contributed significant revenues to Hanoi’s budget.
