The implementation of automated customs management system: Basically complete in the third quarter

VCN – The General Department of Vietnam Customs has detailed instructions on implementation of the automated customs management system for units in the whole industry (Official Letter No.4824/TCHQ-IT). Remarkably, the General Department of Vietnam Customs set the target to 30/9/2018, which is to basically complete the implementation of the system in the whole country. From now to that time, a lot of work will be set for the units, especially the local customs departments.

Complete the software

Talking to the reporter, the leader of the Information Technology and Customs Statistics Department (General Department of Vietnam Customs) - the advising unit, who presented to the leader of the General Department of Vietnam Customs to promulgate the detailed guidance, said: The two important goals that have been set are: by 30/9/2018, complete the implementation of the system in the whole country with the functions of managing the input, output goods, storing goods at warehouses, seaports, airports and places under the customs supervision;

By 30/11/2018, complete the nationwide implementation with detailed management functions by item on morphological changes of goods, owners of goods during the process of storage at bonded warehouses.

Thus, in the third quarter of this year, the deployment of the system must be basically completed in the whole country. It is only about 1.5 months from now to that time, therefore, a number of specific tasks that have been set up by the General Department of Vietnam Customs should be performed by all units.

For the Information Technology and Customs Statistics Department, it is necessary to concentrate on perfecting the software system to meet the requirements of expanding deployment; To build and submit to the General Department of Vietnam Customs for promulgation legal documents on the format of data exchange messages between customs offices and enterprises dealing in warehouses, ports, and places under the customs supervision; To organize focused training courses for key cadres of local customs departments and enterprises to guide them to expand the system ...

At the same time, it is necessary to work with the software vendor to assist the enterprises dealing in warehouses, ports in selecting the terminal software and connecting the system of enterprises with the automated customs management system.

Another important task for the Department is to coordinate, monitor, supervise, inspect and support local customs departments in the process of expanding the system; To handle arising problems in time; to regularly sum up and report to the General Department of Vietnam Customs the results and propose solutions to promote the expansion of the system.

The General Department of Vietnam Customs requests the Customs Control and Supervision Department to chair and coordinate with the Legal Department and related units to draft and submit to the General Department to issue customs procedures to guide the management, monitoring the goods automatically; To build and submit to the Ministry of Finance for submission to the Government for promulgation the Decree amending the Decree No. 68/2016/ND-CP on the Regulations regarding Conditions for Duty-Free Business, Warehouses, Sites for Customs Clearance, Customs Inspection and Supervision as the basis for the expansion of the system.

The Customs Risk Management Department develops and requires details of risk management for cargo management as the basis for the development of the automated customs management system.

Promptly disseminate for businesses

In order to achieve the objective of implementing the system according to the plan, the tasks set for the local customs are extremely heavy.

Under the direction of the General Department of Vietnam Customs, on one hand, all units are urgently organizing meetings with enterprises to announce and disseminate guidelines, requirements and plans to connect the automated customs management system with the system of the enterprises dealing in warehouses, yards, ports and locations under the customs supervision.

On the other hand, it is necessary to complete the survey, review, assess the current situation and identify the enterprises participating in the deployment. Based on that, the units’ detailed plan for implementing the system will be finalized and reported to the General Department of Vietnam Customs.

In addition, after being trained by the General Department of Vietnam Customs, the local customs departments are responsible for re-training their staff and enterprises on the connection and deployment of the system; Providing guidance, support, check the enterprises in the selection, build the terminal software, ensuring the successful connection between the enterprises’ systems and the automated customs management system according to the plan of the General Department of Vietnam Customs.

Besides, it is necessary to allocate sufficient staff having knowledge about IT to expand the system; regularly organize propaganda and dissemination activities for enterprises and civil servants of the unit on the orientations, objectives, requirements, tasks and contents of the implementation of the automated customs management system at the unit. On the 15th of each month, the units shall report to the General Department of Vietnam Customs on the situation of deployment at their locations...

Up to 8/8/2018, the automated customs management system was implemented in 5 local customs departments including Hai Phong, Hanoi, Ho Chi Minh City, Ba Ria-Vung Tau, Quang Ninh with the participation of 81enterprises trading in warehouses, yards and ports.

Of which, there are 55 enterprises in Hai Phong Customs Department, 18 enterprises in Ba Ria-Vung Tau Customs Department; 4 enterprises in Ho Chi Minh City Customs Department; 3 enterprises in Hanoi Customs Department and 1 enterprise in Quang Ninh Customs Department.

The system manages more than 1.473 million containers of imported goods and nearly 1.058 million containers of exported goods. In addition, the system manages nearly 28.5 million exported bales, more than 13.4 million imported bales and many separate and liquid packages...
