The General Department of Vietnam Customs pilots competency test of 50 team leaders

VCN - On January 4, 2023, in Hanoi, the General Department of Vietnam Customs organized a pilot capacity test for 50 team-level leaders which come from the Anti-smuggling and Investigation Department (General Department of Vietnam Customs) and 8 Customs Departments: Hanoi, Quang Ninh, Hai Phong, Bac Ninh, Lang Son, Cao Bang, Quang Tri, Nghe An.

The subject of this pilot is a team leader under the customs branch or equivalent position, working in eight main professional fields selected by the General Department of Vietnam Customs on the principle of ensuring that each job position has at least one candidate. Therefore, candidates from units with high workloads close to the test venue will be prioritized.

Talking to reporters, Deputy Director of the Customs Reform and Modernisation Board (General Department of Vietnam Customs) Luong Khanh Thiet said that the pilot of this team-level competency test would help candidates understand how to take the exam, assess the difficulty and complexity of questions on the professional operation to ensure that the problem-solving process is closely related to practical problems, thereby minimizing errors before conducting the official exam. Besides that, through the pilot, the organizers will grasp the operation of the capacity assessment software system to ensure it runs stably and smoothly.

"It is expected that in the first quarter of 2023, the General Department of Vietnam Customs will organize an official competency test with more than 700 team leaders and equivalent, so all errors in the pilot process will be thoroughly handled," Mr Luong Khanh Thiet said.

Previously, in 2020, the General Department of Vietnam Customs completed the capacity assessment exam for civil servants who do not hold leadership positions. Before organizing the official exam, the General Department of Customs conducted a pilot in 2016, which was also an important step, helping the organizers learn from the experience before organizing the official exam.

"The set of exam questions for competency tests for team leaders includes professional questions, accompanied by practical solutions for handling, i.e. hypothetical situations, professional profiles associated with real situations. When developing the set of exam questions, we also calculated the construction of exam questions for leaders in the direction that, if the professional dossier has a higher level of complexity, the team leaders must grasp the problem and timely handle," Thiet said.
