The DG, Mr. Nguyen Van Can: Need to improve the efficiency of Customs inspections and supervision

Under the plans of Customs, the Customs Control and Supervision Department is one of the Departments implementing a large number of tasks, including key tasks such as: Carrying out Government Resolution 19/NQ-CP, enhancing the National Single Window related to specialized inspections and the scheme on specialized inspections; coordinating with other units in Customs to upgrade the electronic clearance system, building the process of inspections with 3 levels and Customs professional notes; managing temporary imported goods for re-export; implementing the E-manifest system; conducting Customs supervisions in accordance with the provisions of the Customs Act 2014; and advising on the construction of the Customs management regime and policies for import-export activities, etc.
At the meeting, the Director General appreciated the contribution of the Customs Control and Supervision Department in recent years, which has improved Customs clearance procedures and advised the construction of the law system related to Customs procedures. The Customs Control and Supervision Department is one of the Departments with the largest number of new Customs procedures in the Customs sector, which has created positive effects of the reform of administrative procedures, facilitating the production and business activities recognized and appreciated by superiors and the business community.
However, Mr. Nguyen Van Can also said that in addition to meeting the requirements of the reform of administrative procedures and facilitating the production and business activities under the trend of international integration, the Customs Control and Supervision Department should review the law and current regulations and coordinate with relevant units under the General Department of Vietnam Customs to improve the efficiency of Customs supervision of Customs in general and the Department in particular.
At the meeting, the leaders of the General Department of Vietnam Customs and the Customs Control and Supervision Department discussed many issues on Customs surveillance and Customs management such as: The process of Customs inspections and supervision; the scope of Customs inspections and supervision, objects for Customs inspections and supervision; Customs management for imported and exported goods and immigration vehicles, etc.
Regarding the request and the tasks of Customs inspections and supervision in the Customs, the Director General, Mr. Nguyen Van Can emphasized that in addition to advising the authorities for issuing policies and guiding the implementation of policies, the Customs Control and Supervision Department should actively monitor the import and export activities at the border gates; inspect and supervise enforcement in the Customs sector; consolidate the organizational system, improve the quality of Customs officers and employees, timely detect loopholes in policies, and coordinate with other units to fight against smuggling and trade fraud, etc.

In order to meet the requirements of the General Department of Vietnam Customs, the Director General, Mr. Nguyen Van Can has requested the Customs Control and Supervision Department to review and assign clear functions for each unit, oversee the management of the units under the Department; promptly advise the General Department of Vietnam Customs for issuing and guide enterprises about procedures, construct the Customs professional notes at all levels; and build the process of Customs inspections and supervision before, during and after Customs clearance.
