VCN- On 26th April 2017, the delegation of the Central Committee of the Vietnam Fatherland Front chaired by Mr. Tran Thanh Man - the Vice Chairman of the Vietnam Fatherland Front had a meeting with the HCM City Customs Department on the reform of administrative procedures and the facilitation of the business community in accordance with Government’s Resolution 19.

The meeting was attended by the Deputy Minister of Finance, Mr. Do Hoang Anh Tuan; the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong; the Deputy Director General of Taxation, Mr. Phi Van Tuan; the Vice Chairman of VCCI, Mr. Hoang Quang Phong; representatives of Departments in Ho Chi Minh City, specialized inspections agencies operating at Cat Lai port in HCM City and representatives of some import-export enterprises.

Speaking at the meeting, Mr. Tran Thanh Man said that in recent times, the reform of administrative procedures had been carried out drastically, but there were still harassment and slow settlement of administrative procedures. Therefore, the implementation of the Joint Monitoring Program in the current situation has been really necessary, appropriate and meaningful when the business community needs to interact and exchange contents on the reform of procedures related to tax and Customs. Especially, the Tax authorities and the Customs force actively noted and received opinions and comments at the meeting.

Besides, the drastic direction and guidance from the Ministry of Finance, the General Department of Vietnam Customs and the General Department of Taxation have solved basic difficulties and obstacles from both sides. Accordingly, the Vietnam Fatherland Front, the VCCI and the Associations participating in the monitoring program as a link to connect the parties. Thus, the wishes and recommendations of businesses and people were transferred to the finance, tax and Customs agencies faster, smoother and vice versa.

Reporting to the delegation of the Central Committee of the Vietnam Fatherland Front on the implementation of tasks and solutions to improve the business environment and enhance the national competitiveness, the Deputy Director of the HCM City Customs Department, Mr. Dinh Ngoc Thang emphasized that the HCM City Customs Department had implemented many drastic solutions, such as: implementing electronic surveillance; deploying an underground scanning system at Tan Son Nhat International Airport; deploying online monitoring room to connect, supervise and monitor export and import activities at Tan Son Nhat airport and other ports.

In particular, from the beginning of 2017 to date, the HCM City Customs Department has deployed the plan "The business community and Customs agencies are reliable partners and companion development" to seek solutions to support the business community.

Managing the area with the largest import and export volume in the country, the Manager of the Customs Branch of Saigon port, Zone 1, Mr. Nguyen Viet Tien said that in order to facilitate the business community, the Customs Branch had deployed many solutions to reform procedures, support the export and import activities of enterprises, such as promoting the effectiveness of specialized inspection sites at Cat Lai port; measuring Customs clearance time of goods; and holding dialogues to remove difficulties for enterprises.

From the fact of handling import-export procedures for enterprises at the border gates, the Customs Branch of Saigon port, Zone 1 has also proposed to the delegation of the Central Committee of the Vietnam Fatherland Front many contents related to the inadequacies in specialized inspections.

At the meeting, representatives of import-export enterprises also raised difficulties in the process of production and business. The difficulties mainly focused on the implementation of specialized inspections for imported and exported goods.

At the meeting, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong answered questions of the members of the delegation on problems in specialized inspections and legal publicity for enterprises and tax codes of imported goods.

Speaking as a member of the delegation, the Deputy Minister of Finance, Mr. Do Hoang Anh Tuan said that the HCM City Customs Department must clarify the purpose of Resolution 19 which showed the reduction of Customs clearance time of goods. In particular, the Customs force must clarify how many hours have been reduced, the responsibility of the Ministry of Finance and the General Department of Vietnam Customs. The General Department of Vietnam Customs and Customs Departments are responsible for implementing the National Single Window and clarifying how many procedures have been carried out through the National Single Window. In addition, the Ministry of Finance should review fees related to specialized inspections.

At the end of the meeting, on behalf of the delegation, Mr. Tran Thanh Man highly appreciated the clear and specific contents that the HCM City Customs Department provided to the delegation. Also, the HCM City Customs Department also invited representatives of specialized agencies, import-export enterprises to express opinions on the practical advantages and disadvantages.
