Tan Son Nhat Customs and warehouse agencies solve problems of enterprises

VCN- The Customs Branch of Tan Son Nhat International Airport and warehouse agencies have recently had a meeting to seek solutions to remove difficulties and problems of enterprises related to quarantine procedures, warehousing, loading, unloading, and transportation of goods at the airport.

Slow at the stage of receiving goods

According to representatives of enterprises, warehouse agencies at Tan Son Nhat International Airport have not provided many preferential services for enterprises which have a large cargo volume. Ms. Phan Nhuoc Thuy - the representative of Vien Son Informatics Company said that an increase in costs derived from the delay in receipt of goods at SCSC warehouse, which made enterprises not take goods before peak hours. Thus, enterprises recommended that SCSC warehouse should create favorable conditions for enterprises to enjoy priority and benefits, reducing costs. In addition, imported goods which include components and information technology products shall be stored in high-value warehouses (with costs higher than normal warehouses). Can these enterprises be allowed to transport goods into the normal warehouses?

In this regard, a SCSC representative said that for priority to take goods quickly, SCSC shall make an appointment with Vien Son Informatics Company to discuss and sign a contract. Currently, SCSC warehouse is applying priority modes for about 20 enterprises so this problem can be solved. According to regulations of the Civil Aviation Administration, products of Vien Son Informatics Company are on the list of high-value products which should be preserved in a separate area, locked with surveillance cameras. If Vien Son Informatics Company wants to transport its products into normal warehouses, SCSC will consult and respond to the company soon.

"In terms of tracking time, at peak time, it takes us much time to arrange due to a large number of trucks, which sometimes causes delays", the SCSC representative said.

A representative of Central Pharmaceutical Joint Stock Company No. 2 said that the procedures for taking goods at TCS warehouse were quite complicated and slow (for example, enterprises register at 7 am but they have to wait until 10 am to conduct payment). Because products of Central Pharmaceutical Joint Stock Company No. 2 are mainly medicinal products, subject to cryopreservation, so the company has recommended TCS warehouse for faster receipt of goods.

In addition, in the case where the shipment has a lot of parcels, enterprises have to wait for enough goods to transport them to the warehouse. However, the TCS warehouse has not had enough space to load the packages during the waiting time. On the other hand, the goods were not stored in the same area, so it took the staff much time to find. Therefore, the company has recommended it should be allowed to perform advance payment in order to shorten the time of receipt of goods.

Regarding specialized inspections, Dai Tan Viet Company said that its goods were mainly cheese, foie gras which were subject to quarantine before Customs clearance. In fact, Customs clearance is very fast, but it takes the company about 6 to 7 hours to take the goods, due to the waiting time for receipt of goods, samples, shipping papers, etc. The delay in one of these steps can extend the time and increase costs.

A representative of the Regional Animal Health Office No. VI explained that whenever samples must be collected, enterprises should contact the quarantine officer in advance. Accordingly, temporary release papers and the transportation papers are usually prepared by the Regional Animal Health Office No. VI. If enterprises pass preliminary inspections, they will be issued these papers immediately. Thus, it can be said that the current quarantine process is relatively quick.

Jointly supporting businesses

According to Mr. Tran Ngoc Anh, the Deputy Director of the Customs Branch of Tan Son Nhat International Airport, in order to show gratitude and create more favourable conditions for the business community, the Customs Branch of Tan Son Nhat International Airport has listed 53 companies which have well observed the Customs law, with a large turnover and tax payments. Also, the Customs Branch of Tan Son Nhat International Airport has transferred the list of these companies to the TCS and SCSC warehouses to create favorable conditions for businesses in loading and unloading goods out of stock.

In order to facilitate business in specialized inspections, Mr. Tran Ngoc Anh said that currently, for consignments subject to be cryopreservation, Customs officers conducted physical inspections of goods at the warehouse instead of transportation of goods to specialized inspection stations, which saved time and costs for businesses with a better preservation. Thus, quarantine agencies should have similar regulations to create favorable conditions for enterprises.

At the meeting, the Customs Branch of Tan Son Nhat International Airport and relevant agencies agreed on some contents: Customs officers shall issue official documents to send the list of AEO enterprises to request warehouse agencies to coordinate and carry out Customs procedure reform;

For goods subject to sampling for specialized inspections, Customs officers and staff of specialized agencies shall carry out sampling at the warehouse without transporting goods to specialized inspection stations as before.

For the reflection of enterprises on the loss of goods, the Customs Branch of Tan Son Nhat International Airport has requested enterprises to gather records and specific statistics to send the Customs office to officially exchange with the Port Authority, the Airport Authority, the agencies of Tan Son Nhat International Airport Ground Services and airlines to seek more effective solutions and will notify the relevant parties about official conclusion.
