Attending the working session were members of the National Steering Committee 389, including Deputy Minister of Finance Vu Thi Mai, Director General of Vietnam Customs Nguyen Van Can, together with representatives of the Government Office, Vietnam Directorate of Market Surveillance and officers of the Standing Office of the National Steering Committee 389.

Reporting to the delegation of Deputy Prime Minister, Chief of the Standing Office of National Steering Committee 389, Mr. Dam Thanh The said that in 2018, the Standing Office advised the Steering Committee 389 to issue many documents directing on strengthening the fight against smuggling, production and trading of pharmaceuticals, cosmetics and mineral products; reviewed obstacles in the performance of the local Steering Committee 389 and competent forces to propose for amendment and supplement of legal documents.

At the same time, advising the leaders of the National Steering Committee 389 to request the ministries, branches and localities to direct the competent forces to promptly handle notable cases such as the production of products for cancer treatment, managing goods as gifts and luggage, production of low quality petroleum products.

For the propaganda, the Standing Office has coordinated with Customs Newspaper to publish 28,000 publications of “Newsletter on anti-smuggling, trade fraud and counterfeit goods” and widely provided these publications to agencies, units and organizations from the central level to local level.

Agreeing with the Standing Office’s report, Deputy Minister of Finance Vu Thi Mai emphasized that the Standing Office has greatly promoted its role and effectively advised the Head and Deputy Head of National Steering Committee 389.

In 2019, Deputy Minister of Finance Vu Thi Mai proposed the Standing Office to further promote the efficiency in coordination with the General Department of Vietnam Customs, the General Department of Taxation and other competent agencies such as Vietnam Directorate of Market Surveillance, Border Guard, and Public Security, to implement the plans in 2019. As a Standing Office of National Steering Committee 389, the Ministry of Finance continuously requested the Customs and Tax forces, especially the Customs force to perform well its assigned tasks in the fight against smuggling, trade frauds and counterfeit goods.

At the working session, Deputy Prime Minister Truong Hoa Binh highly appreciated the Standing Office of National Steering Committee 389 for taking the initiative in coordination with relevant agencies to advise and submit to the Prime Minister and the Head of National Steering Committee 389 to issue many action plans for anti-smuggling, trade fraud and counterfeit goods.

Besides the achievements, Deputy Prime Minister Truong Hoa Binh asked the Standing Office to focus on performing the key tasks as follows:

Firstly, it must closely follow its assigned tasks, and advise and collect well to support the National Steering Committee 389; effectively collaborate with inter competent agencies to effectively deploy working plans.

Secondly, strengthen coordination with ministries, branches, localities and competent forces, to review the provisions of the law, propose to develop and complete mechanisms and policies to prevent smuggling, trade fraud, production of counterfeit goods and low-quality products.

Thirdly, further actively and positively inspect and urge relevant agencies to implement the Head’s instructions, monthly collection, analyze and promptly guide relevant agencies in the implementation of the Steering Committee's 389 programs and plans.

Fourthly, take initiative in grasping the situation, closely coordinate with competent forces, associations, industries, news and press agencies to promptly detect and handle acts of smuggling and trade fraud, production and trading of counterfeit goods.

Fifthly, focus on the training and improvement of professional qualifications for officers and civil servants of the Standing Office. At the same time, attach importance to the training of moral qualities, lifestyles and perform assigned tasks and functions, enhance rules and discipline of public service.

Sixthly, advise to promulgate plans for fight against acts of abusing e-commerce to produce and trade illegal goods.
