Strengthen anti-smuggling while preventing goods congestion during Lunar New Year 2021

In the peak, the GDVC has requested subordinate units to strictly comply with directions of the Government, the Prime Minister, the National Steering Committee 389, and the Ministry of Finance on the prevention and fight against smuggling, trade fraud, and illegal cross-border transportation of goods and fake goods before, during and after the Lunar New Year 2021.

To patrol, control and process information to promptly detect, prevent and handle smuggling and illegal cross-border transportation of goods.

In addition, the key customs departments andbranches should assign specific tasks to divisions and customs enforcement units, customs branches, teams of customs branches in each field and each operational stage to actively inspect and closely control import and export goods, strengthen patrol and control, effectively combat smuggling and illegal cross-border transportation of goods in their management areas.

Strengthen the direction and publicity tasks to operational units; actively arrange forces, human resources and operational means, and deploy customs control measures to perform assigned tasks; associate the responsibilities of heads of units with the results of performing tasks before, during, and after the Lunar New Year 2021.Especially, closely control banned goods, goods affecting social security and safety, goods infringing intellectual property rights, high-tax rate conditional imports and other essential consumer goods during the Lunar New Year, such as: weapons, drugs, petroleum products, explosives, firecrackers, wildlife, mobile phones, garments, cosmetics, medicinal materials, alcohol, beer, tobacco, confectionery and food.

According to the GDVC’s Anti-Smuggling and Investigation Department, key tasks set out are dissemination of directions of leaders at all levels to subordinate units and customs officers toraise awareness and responsibility in performing the peak period of combating smuggling, illegal cross-border transportation of goods, trade fraud and counterfeit goods before, during and after the Lunar New Year 2021.

Strengthen information collection, grasp the situation, patrol and control alongland border gates, border economic zones, cargo gathering areas near the borders, international civil airports, seaports, international river ports, post offices, international express delivery services, international railway stations and other locations within customs areas; strictly control import and export goods and luggage of passengers on entry and exit at the end of 2020 and before, during, and after the Lunar New Year 2021.

Identify key areas and routes, predict possible violations to develop prevention plans, and arrange forces, apply measures to inspect, supervise, arrest and handle violations.

Drastically combat banned goods, goods affecting social security and order, counterfeit goods, goods forged with Vietnamese origin, goods infringing intellectual property rights, and consumer goods.

Notably,the GDVC’s leaders has requested units toperform customs clearance and release and prevent congestion of goods at border gates at the end of 2020, as well asbefore, during and after the Lunar New Year 2021.

In addition to the prevention, units should promote dissemination on newspapers, radio and mass media, and advise people not to participate, support, cover or ignore smuggling, trade fraud, goods infringing intellectual property rights and illegal cross-border transport of goods.

Strengthen and actively coordinate with competent forces including: Market Surveillance, Border Guards, Police, Coast Guard and local governments to share information, detect, arrest offenders and seizeinfringing goods, contributing to stabilizing the Tet market, and promoting domestic production.
