Ha Tinh Customs focuses on consulting and post clearance audit for key subjects
According to the Ha Tinh Customs Department, due to serious impacts of the Covid-19 pandemic and the US-China trade war showing no signs of ending, it has reduced import-export activities through Ha Tinh, both in turnover and revenues paid to the budget.
Meanwhile, over the past few days, storms and floods that have impacted the provinces have caused difficulties in the operation and production of enterprises. However, the unit implementing measures to support and accompany enterprises, the customs operations in the area took place safely and smoothly.
The statistics showed that, in the first 10 months of the year, Ha Tinh Customs received and completed procedures for 8,561 customs declarations of 423 enterprises, this number decreased by 8.1% over the same period in 2019. Import-export turnover through the province reached $2.61 billion and also decreased by 15% compared to the same period in 2019. Along with that, the unit has processed import procedures for more than 67,655 cars, 793 ships and boats on exit and entry, a decrease of 31 % over the same period in 2019.

According to Mr. Dinh Van Hoa, Deputy Director of Ha Tinh Customs Department, with the situation that most of the goods imported and exported through the province have zero tax rates, the impact of the Covid-19 pandemic and the trade war between US-China has caused Formosa Ha Tinh Company to cut a large amount of raw materials imported for production.
Therefore, the state revenues through the management area of Ha Tinh Customs declined sharply. Preliminary statistics showed that as of November 9, Ha Tinh Customs had only collected VND3,957 billion to the State revenue, equal to 59.06% of the current appropriation and decreasing by 29.51% over the same period in 2019.
Besides that, the unit made consultation for 63 customs declarations, re-determined the value of 12 customs declarations, collected VND31.7 million to the state budget; conducted 13 post clearance audits, collected VND3,202.3 million from the state budget; collecting and claiming nearly VND110 million of tax arrears.
Ha Tinh Customs discovered and handled 82 cases of administrative violations, sanction and paid to the State budget VND855.7 million, the value of infringing goods was VND142.6 million; one case of illegally transporting firecrackers; chaired and coordinated to seize 17 cases of illegal trafficking and transportation of narcotics, confiscated evidence including 203.7kg of meth, 18kg of ketamine, 26 packs of heroin, 15kg of marijuana and 136,671 tablets of synthetic drugs.
Ha Tinh Customs has determined that 2020 is a difficult year, so completing the revenue collection is a difficult task to achieve in the situation that the Covid-19 pandemic is still raging in a number of major countries, as well as the impact of the last storms and flooding. Accordingly, striving to collect at the highest level, Ha Tinh Customs has requested professional units to follow Directive No. 1040/CT-TCHQ dated February 21, 2020 to drastically synchronize solutions to facilitate trade and fight revenue loss in 2020.
In particular, in order to combat the loss of state revenue, the unit would regularly review the database of the sector, collect information on items and enterprises with high risks to avoid omission of consignments with low and unreasonable declared prices but not being consulted or handled in time, as well as the risk of evading HS code and tax rates.
