Six groups of customs officials working with international experts on building smart customs

Notably, the GDVC decided to establish six groups of customs officials to work with foreign experts under Trade Facilitation Program on building a smart customs system.
Group 1 will work on the customs clearance process, including requirements for dossiers, documents, verification, HS code, origin, intellectual property, goods release and customs clearance for goods. The participating units in group 1 include: Customs Control and Supervision Department, Import-Export Duty Department and Risk Management Department.
Group 2 will work on domestic and overseas processing, export processing and production enterprises. The units participating in group 2 are the Customs Control and Supervision Department and Import-Export Duty Department.
Group 3 will work on supervision procedures for goods brought in, taken out and stored at seaport and airport border gates. Units participating in group 3 include the Customs Control and Supervision Department and Anti-Smuggling and Investigation Department.
Group 4 will work on transporting goods subject to customs supervision. Units participating in group 4 include the Customs Control and Supervision Department and Anti-Smuggling and Investigation Department.
Group 5 will work on risk management process in all business problems. The unit in this group is the Risk Management Department.
Group 6 will work on post-clearance audit and authorised economic operators (AEO). The unit participating in this group is the Post-Clearance Audit Department.
In addition, the GDVC also assigned tasks to units (document providers, host units, coordinating units) in developing professional problems (nine groups) to serve for building a smart customs system.
On the arrangement of officials to participate in reviewing and completing professional requirements, the leaders of GDVC requested the Customs Control and Supervision Department, the Anti-smuggling and Investigation Department, the Import-Export Duty Department and the Post-Clearance Audit Department, Risk Management Department, Customs Information and Statistics Department, Customs Department of Goods Verification, Inspectorate Department, Legal Department, Department of Modernization Reform, appoint one departmental leader and customs official to participate in review groups, especially the Modernisation Reform Committee, and appoint customs official to participate in all groups.
For units assigned to chair in reviewing and completing the requirements of business problems, they must appoint a leader of the department and specialised official to participate in reviewing groups to complete the requirements of business problems as assigned according to each problem, field.
