Review accounts for more than 3,500 enterprises
From July to now, Saigon Port zone 1 Customs Branch drastically implemented many measures to recover outstanding debts. Instead of verifying a few bank accounts of enterprises owing taxes registered with the tax agency, the tax management unit listed all accounts for verification at 79 banks based in Vietnam.
Due to the large number of enterprises for verification, to facilitate the searching and providing information of banks, Saigon Port zone 1 Customs Branch contacted banks and sent a list of enterprises for verification, so banks could immediately look up the results on their software. Therefore, the feedback was timely and highly accurate.
Saigon port zone 1 Customs Branch has verified bank accounts of more than 3,500 enterprises owing taxes and legal representatives at all 79 banks nationwide, as the basis for taking coercive measures of deducting deposit accounts for remittance to the State budget and blocking deposit accounts
From verification results for bank accounts of enterprises owing taxes, Saigon Port zone 1 Customs Branchissued 166 enforcement decisionswith the revenue to the State budget of more than VND 3 billion.
Notably, many outstanding debts for many years, even decades, were recovered by the drastic measures mentioned above. For example, Duc Phuong Company Limited with a tax debt from 2000 was deducted nearly VND 800 million from the bank account, Le Thi Chi enterprise with a tax debt from 2007 has been deducted account of over VND 270 million; and private enterprise Duc Dung with tax debt from 2005 was deducted account of more than VND 110 million by the Customs agency.
Effective debt recovery
In addition to the above measures, the Saigon port zone 1 Customs Branch carried out many measures of verification and enforcement combined with guidance and dissemination to tax debtors, spreading tax obligations to the State to the business community. Many enterprises voluntarily paid tax debts. For example, T.A Joint Stock Company with tax debt from 2007 and 2008 of more than VND 370 million VND, the branchimplemented many coercive measures but failed to collect the above debts. At the end of July 2020, the branch issued a decision on enforcing a deduction from the company’s deposit account of nearly VND 35 million and sent a written request to the bank to notify the company of fulfilling its tax obligation. In September, this company voluntarily paid the remaining tax debt of VND 336 million.
Or the case of more than 3.8 billion tax debt of C.H.T. DV Company Limited from 2016, the company contacted Customs to ask for multiple tax payments when it knew that Saigon Port zone 1 Customs Branch drastically implemented coercive measures.
As soon as the Circular No. 79/2020 / TT-BCA dated July 14, 2020 of the Ministry of Public Security guiding the implementation of temporary suspension of exit and entry come into force, Sai Port zone 1 Customs Branch issued a decision to suspend exit for the legal representatives of three companies delaying tax payment including: Tan Thuan Thai Trading Co., Ltd. (District 5, HCM City), has tax debts from 2003 of over VND 384 million; Circle Manufacturing Co., Ltd. (District 11, HCMCity) has tax debt from 2009 of over VND 341 million and Dai Tong Forest Products Co., Ltd. (Thanh Xuan ward, district 12, HCMC) has a tax debt from 2009 of more than VND 236 million.
With many creative and drastic solutions, the Saigon Port zone 1 recovered tax debts, many of which have been delayed for decades. Only in the past eleven months, the branch collected more than VND 107 billion of tax debt. |
