Review leader, rotate officials working at the “hot spot” of smuggling and counterfeit goods

In order to improve the work of anti-smuggling and crime, trade fraud and counterfeit goods in the future, the Deputy Prime Minister requested the Ministries, Branches and localities to focus on thoroughly grasping and effectively implementing the provisions of law and directions of the Prime Minister, the Government, Steering Committee 138/CP and National Steering Committee 389, about the work of anti-smuggling and crime, trade fraud and counterfeit goods. Identifying the areas of work as an important and regular political task for all ministries, sectors and localities. Furthermore, to heighten the responsibility of the leaders. If the areas or fields where the “hot spots” of crimes and smuggling, trade frauds and counterfeit goods occurs seriously, complicatedly and prolonged, or have corruptible and negative situations with officials, the leaders shall be reviewed their responsibilities, and be considered for rotation and arrangements for other tasks.

To concentrate on building and completing the mechanism for inspecting and supervising tasks performance of officials and public servants. Strengthening inspection and examination of public services; To prevent and combat crimes in each authority or unit, resolutely handle strictly violations, eliminating corrupt officials and public servants from the apparatus. For irresponsible officials and public servants, or those having negative signs of corruption, they must be rotated, arranged for other jobs and strictly handled in accordance with the provisions of law.

To concentrate on reorganizing the discipline and working style in the behavior of officials and public servants towards the people and enterprises, in order to avoid making the people and enterprises feel disgusted, decreasing the confidence in the government authorities; To strive to build up a contingent of disciplined and incorruptible officials and public servants in compliance with law.

Deputy Prime Minister asked the ministries, branches and localities to improve the quality and effectiveness of the work of understanding and using information, and forecasting as well as avoiding being passive and ineffective. To strictly protect the objectives, key projects, important political, cultural and social events of the country, the activities of the Party and State leaders, and international delegations that come to Vietnam.

To perform the basic professional tasks well, to set up specialized projects in the fight against organized crimes, human trafficking, narcotics, black credit, hi-tech, smuggling, especially smuggling with the items of petrol, minerals, cigarette, sugar, fertilizer, toxic waste, or producing and trading the commodities that negatively affect people’s health .

Furthermore, strengthening the monitoring, inspection and supervision of the places for sale of goods labeled "hand carried", the sale of goods on the e-commerce sites, social networks ... in order to detect and handle timely the act of law violations, especially for the trading goods of unknown origin.

To intensify the propagation and dissemination of law and the results of competent forces in the work of anti-crimes and smuggling, trade frauds and counterfeit goods. To clearly indicate the violations as well as of relevant organizations and individuals, and the irresponsibilities of leaders. Regularly meeting, conducting dialogues, listening to the thoughts and aspirations of the people, strengthening the role in society by monitoring, inspection and supervision. To promote the movement of all people to participate in the prevention and combat of crimes, smuggling, trade frauds and counterfeit goods.

Additionally, amending and supplementing the regulations which have inadequacies and loopholes related to the prevention and combating of crimes, smuggling, trade frauds and counterfeit goods, especially the regulations in the specialized management domains in order to help the competent forces to improve the effectiveness of anti-crime and smuggling, trade frauds and counterfeit goods in the future; To strictly prevent and stop the situations of goods produced in foreign countries then imported into Vietnam in order to label with Vietnam's name of origin for exporting to a third country, importing toxic waste into Vietnam or tax evasion, transfer pricing.

Moreover, the Prime Minister requested the Ministry of Finance, the Ministry of Industry and Trade and the Ministry of Defense to expeditiously review and complete the regulations and implement the rotation mechanism of leading officials at the department and branch level of tax sectors, customs sectors and market management sectors, and leaders of Border stations, especially in key areas such as Lang Son, Quang Ninh, Hai Phong, Hanoi, Ho Chi Minh City, Long An, An Giang, Ba Ria- Vung Tau, ... and the position of the General Department, the High Command which may give rise to negative issues, corruption toward the direction of implementing rotation for one term of office. The Ministries shall report to the Prime Minister the results in October of 2018.
