Review infrastructure at each border gate in customs control area

Accordingly, the GDVC requires the Customs departments to review and assess operational areas such as: national gate, combined check point, areas for warehouses and yards serving the gathering, inspection and supervision of import and export goods, installation location of inspection and supervision equipment such as scanners, electronic scales..., logistics center, installation location of barrier No. 1, barrier No. 2; traffic connection conditions from border gates to domestic localities; unification of infrastructure between two border gates on both sides of the border.
Local Customs Departments are required to coordinate with enforcement forces at the border gate, propose local government to develop a master plan for the border gate area, including specifying operational area and traffic flows; report the local government to have clearance or restriction plans for border gate areas where residential households still live to ensure security and prevent the risk of smuggling and illegal transportation of goods across the border and have measures to strictly inspect and control the trading of residents in the area.
In addition, based on the border gate planning on the land borders of Vietnam - China, Vietnam - Cambodia, Vietnam - Laos for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, Customs departments need to cooperate and work with the Border Gate Economic Zone Management Board and competent agencies under the Provincial People's Committee in developing planning and monitoring border gate construction progress; determine the need for warehouses, yards, locations for customs inspection and supervision.
Proactively plan and organize human resources; prepare infrastructure, working conditions, propose the need to equip machinery and equipment to serve customs inspection and supervision to meet task requirements as soon as the border gate is upgraded or put into operation, and send the plan to the GDVC for consideration and preparation of a plan to recruit additional staff, train human resources and arrange budget estimates, implement investment and procurement as per regulations.
The GDVC directed the customs departments to regularly inspect, review and evaluate the operations of places for gathering, inspecting and supervising for imports and exports, bonded warehouses and other locations, warehouses and yards that have been recognized by customs authorities, ensuring operating conditions of warehouses, yards and customs checkpoints at the border gate.
