Regular and flexible coordination to prevent piracy
According to a report by Media Partners Asia, Vietnam's online video industry is forecast to generate USD 249 million in revenue by 2022, of which revenue from subscription accounts for 15% and video on demand. (AVOD) accounts for 85%.
However, online video piracy is increasingly common, the number of unauthorized users increases to 15.5 million in 2022, causing a loss of USD 348 million, accounting for 18% of the revenue of the entire legal video industry. If this situation is not controlled, by 2027, the number of piracy users could increase to 19.5 million, resulting in lost revenue of USD 456 million.
As a result, Media Partners Asia's report also shows that stepping up efforts to combat piracy of online video content will triple online video revenue with a significant multiplier in the process. Controlling piracy will add 4,870 new jobs to the labor market as video labor output rises to USD 351 million by 2027, a significant increase compared to the current figure of USD 134 million.
In sharing at the Symposium: Online piracy and prevention measures in Vietnam held by the Department of Radio, Television and Electronic Information (Ministry of Information and Communications) and Satellite Digital Television Co., Ltd (VSTV/K+) on July 19, Mr. Pham Hoang Hai, Director of the Center for Testing of Broadcasting, Television and Electronic Information said that currently the piracy in the digital environment publicly on multiple platforms, infringing content owned by digital content production units is broadcast and posted on media platforms, causing damage to the owners.

Common piracy acts such as: conducting livestreams, live streaming on social networks or websites; copy the played content as-is or cut, edit the videos, then illegally post them on the Internet.
Infringing content is used illegally on many platforms: State-licensed websites and OTT applications; websites that register domain names and set up servers abroad; pirated OTT apps shared on the Internet or installed via Android TV Box devices; popular social networks such as Facebook, YouTube, TikTok, Gapo, TalkTV, Instargram...; content providers on mobile networks…
As of June 2023, the Center for Testing of Broadcasting, Television and Electronic Information has coordinated with the authorities to block users' access in Vietnam to over 800 pirated websites.
Along with that, representatives of many television units and television application providers also shared about the situation of violations and difficulties in preventing them.
A representative of Next Media said that many websites that violate television piracy are even faster than the subject unit, affecting the number of viewers. Moreover, many websites also use the form of screen transceiver to reuse and broadcast abroad, but originate from Vietnam, which makes it difficult to manage and prevent violations.
He also shared, with transnational platforms such as Facebook, Youtube, etc., the system itself has blocked the problem of piracy up to 70-80%, but still 20-30%, companies and the subject unit have to be done manually, so there is still a violation.
From these issues, a representative of the Department of Radio, Television and Electronic Information said that in order to prevent piracy, the most important thing is to have coordination among relevant units, together with that is the sharing of experience of foreign partners, as well as technical tools to prevent violations.
Sharing the same view, a representative of the television provider FPT said that there must be a regular and flexible mechanism between television providers and management agencies to prevent piracy.
Along with that, businesses also consider using tools to prevent access. According to a representative of the Center for Testing of Broadcasting, Television and Electronic Information, the application of access blocking activities helps to change user habits, thereby reducing the number of piracy links and visits of websites.
According to him, to be more effective in preventing piracy, it is necessary to establish a focal point for coordination between information providers, state management agencies and intermediary service providers (ISP). In addition, it is necessary to set up a flexible and timely blocking mechanism for new domains arising after being blocked; apply various appropriate technical measures to block access such as DNS, IP, CDN; develop automatic blocking tools for parties to use to reduce implementation time and manpower.
Therefore, also at the meeting, Canal+ Group said that in France it has blocked all pirated websites accessible from France, regardless of whether the source is in France or in other countries. Moreover, it is important to shorten the time of blocking by being able to set up a tool to connect the broadcaster/right holder, and to collect the sites that need to be blocked together with proofs, and connect to ISPs so that access blocking can be enforced almost automatically by ISPs.

In addition, to increase public awareness, in addition to blocking the domain name, it is possible to redirect to a website stating that the website they are trying to visit is a pirated website to direct users to legitimate services.
