The State Treasury expands budget collection coordination, creating the most favorable conditions for businesses and people

State Treasury informed, by the end of June 2023, the accumulated state budget revenue in the balance reached VND 876,201 billion, equaling 54.06% of the 2023 estimate. Compared to the same period in 2022, a decrease of VND 71,283 billion in value, down 7.52% in terms of implementation rate.
The State Treasury said that the units in the State Treasury actively cooperated closely with the collection agency in the area to quickly gather, fully, timely and accurately record the revenues for the budget at all levels; regularly and continuously providing information and data on state budget revenue to competent authorities, serving the management of budget collection at all levels.
Therefore, the State Treasury is currently implementing many solutions to expand the coordination of state budget collection and electronic bilateral payments with commercial banks. In the first 6 months of 2023, the State Treasury opened 187 more specialized collection accounts at commercial banks; expanding the coordination of electronic collection and payment with Sacombank, increasing the total number of coordinating commercial banks to collect state budget up to 16 banks.
Responding to a question about the coordination of state budget collection by the reporter of Customs Magazine at the special press conference on the key work results of the first 6 months of 2023 of the State Treasury system held on July 11, Ms. Nguyen Thi Hien, Deputy Director of the State Accounting Department (State Treasury), said that over the past time, the State Treasury payment system has maintained a relatively stable operation, supporting the state budget collection. The State Treasury has coordinated with banks, payment intermediaries and national public service portal operators to ensure adequate and timely collection of state budget revenues.

However, talking about the difficulty of this work, according to Ms. Nguyen Thi Hien, the collection cooperation between units is still difficult, including the deployment of intermediary payment and collection of fees and charges through the national public service portal, because the collection management agency has not provided sufficient information. Moreover, the information between the collection agency and the State Treasury units is not accurate, leading to some untimely state budget revenues.
Also on this issue, Mr. Nguyen Manh Cuong, Deputy General Director of the State Treasury stated that, in recent years, under the drastic direction of the staff and leadership of the Ministry of Finance, the State Treasury has closely coordinated with the collection agencies, including tax offices, customs offices, commercial banks and the State Bank to improve the mechanism of management of state budget revenue.
In addition, the State Treasury also completed the process of revenue collection through the Treasury, on that basis, upgraded the application systems to coordinate collection with collection agencies such as tax, customs and commercial banks. Therefore, in the first 6 months of 2023, the State Treasury continued to expand cooperation with commercial banks, to create favorable conditions for people and businesses.
In addition, the Deputy General Director of the State Treasury also stated, the State Treasury has also coordinated with the Government Office to complete the process of collecting fees and charges on the national public service portal. The State Treasury has made efforts to contribute related tasks to create the most favorable conditions for businesses and people in collecting fees and charges on the public service portal.
On the other hand, Mr. Nguyen Manh Cuong also stated, the State Treasury has coordinated with units of the Ministry of Finance to develop and issue Circular 74/2022/TT-BTC of the Ministry of Finance stipulating the form and time limit for collecting, paying and declaring fees and charges under the jurisdiction of the Ministry of Finance, in which the new regulations that fee-collecting agencies can open accounts at the State Treasury or commercial banks to collect fees, charges, etc, to create favorable conditions for collecting organizations, people and businesses in fulfilling their tax and fee obligations.
“The State Treasury also determined that there is still a lot of work to be done when implementing the collection method from decentralized to centralized, so there are still many problems in coordinating collection with agencies such as tax, customs and other collection agencies to implement the most transparent state budget collection process in the digital environment", emphasized Deputy General Director of the State Treasury Nguyen Manh Cuong.
