On the morning of November 12, Quang Ninh Customs Department and Hai Phong Customs Department jointly organized a Conference to review the performance of the coordination regulation between the two units.

Processing more than 95,000 declarations

On December 3, 2019, Quang Ninh Customs Department and Hai Phong Customs Department signed Coordination Regulation 16458/QCPH-HQHP-HQQN, which focused on eight groups of contents.

They are advising the Party committees, local authorities, and the Customs sector in directing, implementing and building mechanisms, policies, laws and implementing major topics and plans of localities and sectors related to customs management activities; handling procedures for means of transport (ships) on entry, exit, transit, port transfer; handling procedures for imported-exported goods, goods in transit and border-gate transfer; combating smuggling, trade fraud and handling violations; risk management; post-clearance audit; customs clearance, specialized inspection, tax administration, personnel organization, management of export processing enterprises; and business support.

At the conference, the two units reported the results of the implementation of the coordination regulation, which has brought practical outcomes, creating favorable conditions for the customs clearance activities of enterprises and the State management of Customs.

Specifically, the coordination work between the seaport border gate customs branches of the two units in recent years has mainly focused on processing procedures for the means of transport subject to port transfer, including vessels that are required to implement ship-to-ship transfer at Quang Ninh floating port areas, then move to Hai Phong port for customs procedures.

In addition, imported goods are unloaded at Quang Ninh port and then carry out procedures to transfer the border gate to Hai Phong destination port.

At the same time, machinery and equipment imported through Hai Phong port can carry out procedures for border gate transfer to factories and construction investment projects in industrial parks of Quang Ninh province.

In contrast, exported goods of FDI enterprises, export processing enterprises in industrial parks of Quang Ninh province go through export procedures at seaport customs branches (Hon Gai, Cam Pha), then go through procedures for border gate transfer to Hai Phong port for export.

As a result, from January 1, 2021 to September 30, 2022, the two units worked together to carry out procedures for 95 vessels that shifted from Hai Phong port to Quang Ninh; and 40 vessels that shifted from Quang Ninh port to Hai Phong port.

Besides, the customs branches of the two units coordinated together to quickly carry out customs procedures for import and export goods, in transit, and border gate transfer.

Specifically, there were 43,470 customs declarations, worth US$6.17 billion, registered at branches of Quang Ninh Customs Department, but import and export goods went through customs procedures at customs branches of Hai Phong Customs Department.

Import-export goods are mainly in the customs regime of temporary import for re-export, export for business, export of processed products for foreign traders, and export of products manufactured for export; import for production, goods imported to bonded warehouses, imported raw materials for processing for foreign traders, and imported materials for export production.

In contrast, there were 51,758 customs declarations, worth US$202.3 million, registered at the customs branches of Hai Phong Customs Department but import and export goods went through customs procedures at customs branches of Quang Ninh Customs Department.

Import-export goods are mainly in the customs regime of temporary import for re-export, bonded warehouses, imported raw materials for processing for foreign traders, and imported raw materials for export production.

Continuing coordination to promote import and export activities

At the conference, the two units agreed on many contents to implement in the future.

First, continuing to disseminate the coordination regulation to customs units and each cadre and civil servant to have the right awareness and create substantive changes in the coordination.

Second, maintaining coordination work with a focus on eight groups of contents and effectively implementing the arising contents according to the actual situation.

Third, reviewing and adding necessary contents to the coordination regulation to ensure the performance of the "dual" task of ensuring the state management of Customs and facilitating import-export activities.

Fourth, periodically organizing meetings to exchange experiences; encouraging customs units under their management to contact and exchange specific experiences in each field, management area, etc., thereby helping the coordination work be more effective.

Fifth, actively exchanging and providing information on import-export vehicles and goods; promptly notifying changes in personnel at the leadership positions of the group, team, branch, and department.
