Ensure smooth import and export

Statistics from Quang Ninh Customs Department show that, in January 2023, the department’s revenue reached VND1,757 billion, an increase of 37% month-on-month and an increase of 129% year-on-year. The unit processed 3,960 declarations, with a total import-export turnover of US$868 million for 369 enterprises including 162 local enterprises and 207 enterprises in other areas.

These are good signs and initial results because, in the first month of 2023, Quang Ninh Customs Department focused on directing, organizing, and ensuring import and export activities take place smoothly across areas. The unit also embarked on issuing programs and plans and implemented tasks, with many solutions proposed.

From the beginning of 2023, the unit has closely followed the Work Program 2023 of the customs sector, Resolution 12-NQ/TU of the Provincial Party Committee, and Resolution No. 128/NQ-HDND of the People's Council of Quang Ninh Province in the task implementation. In addition, Quang Ninh Customs has offered solutions to facilitate border trade, while ensuring strict management and improving customs clearance capacity through land border gates when China reopened its border gates (January 8, 2023).

Simultaneously, the department implemented the budget revenue management scenario in 2023. Accordingly, the unit has set out specific tasks and solutions for each branch to achieve the highest result. Further, the unit has improved internal control, political safety protection, roles and responsibilities of heads at all levels in duty performance and combating corruption and negativity.

For example, in administrative reform, modernization, and support for businesses, Quang Ninh Customs has issued a customs reform and modernization plan in 2023, as well as proposed solutions to promote logistics services. The unit has implemented two new procedures through the National Single Window; disseminated 11 new policies related to import-export activities to the business community; guided and answered 39 questions of enterprises through information channels.

Promote the role of connection

In January 2023, Quang Ninh Customs Department issued Plan No. 192/KH-HQQN on the implementation of the Action Program of the Provincial People's Committee on the socio-economic development task in 2023. Accordingly, the unit has made efforts to increase trade turnover by at least 5% compared to 2022 and surpass the assigned revenue target by 5%.

To contribute to the economic development of the province, in 2023, Quang Ninh Customs will continue to reform contents and form of dialogue and consultation conferences between Customs and enterprises; promote the deep and substantive Customs-Business partnership, thereby encouraging and creating conditions for the business community to participate in improving customs legal policies, management methods and service quality of Customs through consultation and dialogue activities, contributing to improving the management and law enforcement capacity of each party.

Moreover, the department will continue to organize dialogue conferences, consultations and meetings with businesses to receive information, remove difficulties and obstacles, and create favorable conditions for businesses and investors.

On the side of Quang Ninh province, Quang Ninh Customs will continue to propose solutions for socio-economic development, promoting the potential and strengths of the province, associated with the functions, tasks and activities of the Customs, focusing on solutions to promote import and export activities through land border gates, seaports and investment and production in economic zones and industrial zones to create new sources of revenue besides petroleum; attracting import-export enterprises to carry out procedures through Mong Cai border gate and other border gates to effectively exploit the advantages of Mong Cai - Van Don - Ha Long expressway.

Moreover, Quang Ninh Customs will connect import-export enterprises with port operators, carriers and related parties; connect enterprises in industrial zones with shipping lines so the parties learn the demand, supply and use services for international container shipping routes through Cai Lan port; form modern and comprehensive logistics service supply chain, contributing to promoting the potential and strengths of further development of Cai Lan seaport, promoting regional, intra-regional and international connectivity to promote development in provinces in the Red River Delta, the key economic triangle and the Northern region.
