Quang Ninh Customs: imports of petroleum and coal increased leading to the prospect of revenue collection

Estimated revenue is VND 3,540 billion

As of March 6, 2023, revenue collection of Quang Ninh Customs reached VND 2,759.14 billion, an increase of 102.5% (rising VND 1,396.74 billion) over the same period in 2022.

In 2023, Quang Ninh Customs Department was assigned to collect VND 11,500 billion by the Ministry of Finance. Along with implementing the Resolutions of the Party Committee of Quang Ninh province, the People's Council of Quang Ninh province, the Quang Ninh Customs Department has developed a state revenue management plan for 2023.

Accordingly, Quang Ninh Customs has set out specific tasks and solutions to achieve the goal of managing state revenue in 2023, striving to reach VND 12,000 billion following the target assigned by the People's Committee of Quang Ninh province.

The Department has directed its units and subordinates to stick to the tasks and solutions set out in the Plan for effective implementation. On the other hand, analyzing and forecasting revenue sources by month, quarter and year in order to propose practical and feasible solutions, and develop specific scenarios for implementation. Every month, conduct an evaluation of the progress of the implementation of the proposed solutions and scenarios.

Talking to reporters, leaders of the Import-Export Tax Department (Quang Ninh Customs Department) explained that in January 2023, Nghi Son Refinery encountered a problem, leading to a decrease in production output while the demand increased, so Petrolimex increased the number of imports, resulting in a sharp increase in revenue from imported petroleum compared to the same period last year.

Along with that, Vietnam Coal-Mineral Industry Group and the Northeast Corporation have increased the amount of imported coal to mix to serve the demand for power production, which leads to revenues from imported coal increasing over the same period in 2022.

The revenues from imported gasoline alone reached VND 1,347.18 billion, growing 424.14% (an increase of VND 1,091 billion) over the same period in 2022.

With the momentum of revenue collection in the first months of 2023 and the forecast of the situation in the first quarter of 2023, Quang Ninh Customs estimated that revenue collection would reach VND 3,540 billion (after refunding tax of about VND 200 billion because enterprises make additional submission of C/O to enjoy special preferential import tariff rates); an increase of 38.82% compared to the developed scenario (equivalent to an increase of VND 990 billion).

Continue to "retain" the business

Quang Ninh Customs Department is focusing on drastically and synchronously implementing 10 solutions to manage and increase revenue, striving to fulfill assigned targets.

That is, promoting administrative reform in the direction of transparency, convenience, ease of implementation and reduction of clearance time and costs for businesses in order to improve competitiveness and encourage enterprises to invest, manufacture and attract businesses to carry out customs procedures, contributing to increasing state revenue.

Quang Ninh Customs continues to effectively implement solutions to "retain" businesses and attract more enterprises to carry out customs procedures. Currently, the unit is actively contacting and meeting with businesses (directly, exchanging by phone, email) to get information on the import and export activities of enterprises, support and accompany businesses to solve problems or propose to competent authorities in order to remove difficulties and facilitate import and export activities through the locality.

Quang Ninh Customs Department also assigns leaders of units to take responsibility for supporting and accompanying businesses; specifically assigning branch leaders, team leaders and specialized customs officers to support, ensuring the effectiveness of business attraction.

Furthermore, focusing on selecting enterprises with high import-export turnover and goods that are suitable for border gate characteristics to attract in order to increase turnover and revenue collection at customs branches, and create spillover effects to other enterprises. Thus, they would come to the unit to carry out customs procedures.

To implement the above solutions, Quang Ninh Customs Department has focused on consolidating and improving the quality of the Support Group on customs mechanisms, policies and procedures, and accompanies enterprises to guide and solve problems when carrying out customs procedures. At the same time, actively studying and proposing to competent authorities to solve obstacles to facilitate import and export activities of enterprises.

Through the results of the assessment of business satisfaction with service quality, the unit has conducted a review of professional operation stages to further reduce clearance time, improve competitiveness, and facilitate import and export activities.

In the fight against revenue loss, Quang Ninh Customs continues to strengthen inspection and supervision of exported and imported goods and strictly controls the declaration of names of goods, quantities, HS codes, value, tax rates to promptly detect trade fraud through quantity, type, taxable price, tax rate, and origin.

In addition, improving the quality of revenue collection, processing information, applying risk management in the course of customs procedures to strictly control shipments with a high risk of fraud, enterprises showing signs of violations, thereby reducing inspection rate and increasing the rate of detecting violations through physical inspection, shortening clearance time, and ensuring control of law compliance of import and export enterprises.
