99% of businesses satisfy

The Customs reform and modernization and the support for businesses continue to be highlights of Quang Ninh Customs Department in 2023. The supportive teams of the department have been remained and effectively operated.

Quang Ninh Customs Department has held two department-level Customs-Business Dialogue Conferences and 12 branch-level conferences, and resolved 54 problems. The department has assigned 20 working groups at the department and branch levels to understand and resolve problems for businesses. In addition, local customs branches have implemented a variety of forms of dialogue, consultation, and solved problems at check points or via phone, email, website, and fanpage.

At Hon Gai Seaport Customs Branch have organized Customs-Business Dialogue conferences to understand and support enterprises. In addition, the branch has selected enterprises that have a large number of declarations, turnover and revenues to assist them in customs processes. The branch has also sent working teams to encourage and attract businesses with a large flow of goods and revenue to carry out procedures in Quang Ninh province.

At Mong Cai Border Gate Customs Branch, the branch has assigned working groups to work with businesses at Hai Ha, Hai Yen Industrial Parks as well as work with enterprises in Hai Phong, Hung Yen, HCM City... to exchange information, promptly and accurately instructed policies interested by enterprises.

Statistical results from the assessment system for service quality of Quang Ninh customs officers show that 99% of businesses have satisfied with the public duty performance of officers. In addition, the department has maintained the National Single Window, ASEAN Single Window and core programs and software to ensure smooth operation.

The department has received and returned results for 4,638 declarations on the National Single Window; processed 3,161 vehicles on exit, entry on the E-manifest; issued 590 C/O form D via ASEAN Single Window; received and returned results of processing 3,165 procedures on the Online public service HQ36a.

Attracting many enterprises

Motivated by the support for business and customs reform and modernization in 2023, many enterprises have invested in Quang Ninh province, contributing to the growth of import and export across the area.

Industrial parks and economic zones in Quang Ninh province have attracted large, and experienced FDI investors from many countries and territories such as Amata (Thailand), Rent A Port (Belgium), TCL, Texhong (China), Foxconn (Taiwan), Bumjin (Korea), Toray, Yazaky (Japan), Wilmar (Singapore)...

The main sectors of investors include real estate (industrial park infrastructure, factories for rent), textiles and garments, mechanical manufacturing and assembly of electrical and electronic equipment, and food processing... In which, many industries meet the planning and development orientation of projects in industrial parks, contributing significantly to the province's economic growth. For example, the high-tech textile industry chain in Texhong Industrial Park, the mechanical manufacturing and assembly chain in Dong Mai Industrial Park...

As recorded by the Quang Ninh Customs Department, export activities of FDI enterprises have changed the structure of export products in the direction of reducing the proportion of mining products and primary products, increasing gradually the proportion of manufactured goods.

FDI sector has a positive impact on expanding export markets to the US, EU, ASEAN member countries..., which significantly changes the export structure. The FDI enterprise also maintains a high growth rate thanks to the province's attraction and incentive policies, tax reduction and tax exemption policies for Vietnamese goods under free trade agreements (FTAs).

The growth of FDI enterprises will be motivation, promote the development and growth of activities and services such as logistics, create a linked supply chain, and boost operation of domestic enterprises.

Currently, 8 of 10 industrial parks in Quang Ninh including: Cai Lan, Dong Mai, Viet Hung, Hai Yen, Hai Ha, Song Khoai, Nam Tien Phong, Bac Tien Phong have been invested and put into operation, attracted over 100 businesses with import-export turnover of over US$5.288 billion.

The positive results have contributed to the economic and social development of Quang Ninh province over the past many years. In 2023, the province maintained double-digit economic growth in nine consecutive years and ranks first in the coutnry in attracting FDI for the first time, thereby continuing to affirm its position as a growth pole of the Northern region.

In 2023, Quang Ninh Customs Department has processed 131,440 declarations of 1,530 enterprises with the total trade of US$ 14.7 billion, increasing by 75% in declaration and decreasing by 0.7% in turnover and raising 24% in the number of enterprises carrying out procedures compared to 2022.

The department’s revenue increased by 3.2% year-on-year to US$ 15,563.26 billion, meeting 135.33 % of the target assgigned by the Ministry of Finance and 130% of the target of local goverment.
