Quang Ninh Customs Department continuously supports and accompanies with enterprises engaged in import and export activities in the province.

In Quang Ninh Province, the National Single Window system has been deployed at 7/7 of its customs branches; 68 administrative procedures of 11 ministries and sectors have been connected to the National Single Window system with the Customs authority in granting import and export license and responding to specialized inspection results for imported and exported goods, and completing procedures for vessels on exit and entry.

Currently, 733 of 6,066 imported and exported shipments subject to specialized inspection were processed on the National Single Window system; 277 (nearly 100%) vessels on exit and entry were carried out Customs procedures on the E-manifest system; 20 of 234 of total C/O form D were issued via ASEAN Single Window system.

Thereby, helping enterprises reduce movement time for submission of documents to Customs authorities (average reduction from 1 to 2 days); shortening Customs procedures and reducing the direct contact between the Customs and businesses.

Particularly, in the first 2 months of 2019, Quang Ninh Customs processed procedures for 9,015 declarations on VNACCS/VCIS System.

Currently, there are 71/71 Customs procedures outside the declaration on the VNACCS/VCIS that have been processed on the online public service system at level 3 and 4; 98% of declarations have been processed on the online system connecting between the Customs- Bank-Treasury and e-Tax payment services.

Until the end of February 2019, there were 67 new enterprises participating in import and export in Quang Ninh province, the additional revenue increased by VND 61 billion.

The Quang Ninh Customs Department’s plan for supporting, accompanying and attracting import and export enterprises in 2019 stated that the Department will continuously diversify the receiving channels, grasp difficulties and shortcomings as well as receiving comments from enterprises through telephone, email, fanpage, website, conferences, dialogue conferences... At the same time, reviewing customs declaration procedures, tax refund procedures, other Customs administrative procedures and other related fields to promptly propose the abolishment of procedures that are no longer appropriate and cause difficulties for enterprises.

Quang Ninh Customs will also take the initiative in training, instructing enterprises on new provisions related to the Custom management, import and export activities right after legal documents taking effect.

In addition, in 2019, Quang Ninh Customs will continue to actively advise the provincial People's Committee on solutions to improve the investment and business environment, enhance competitiveness; coordinate with relevant agencies to promptly grasp and propose to remove barriers affecting the investment and business environment in the province; collaborate with Quang Ninh Business Association to meet, contact and commit to facilitate enterprises engaged in investment, export and import in the province.

Currently, the reform and simplification of Customs procedures, reduction in Customs clearance have been effectively deployed by Quang Ninh Customs Department, contributing to facilitating and attracting enterprises.

In January 2019, at the ceremony to announce the results of Department and District Competitiveness Index (DDCI), “Quang Ninh 2018-Towards sustainable development of enterprises" held by Quang Ninh province, Quang Ninh Customs Department ranked first of departments and sectors. This is the second consecutive year that Quang Ninh Customs topped in DDCI of departments and sectors of Quang Ninh Province.

As a result, DDCI in 2018 of Quang Ninh province recorded; Quang Ninh Customs achieved 77.81 points and was highly appreciated by the business community with comprehensive efforts and determination in administrative reform, supporting businesses, improving competitiveness such as with the implementation of the scheme on automated system for Customs management; the scheme on online Custom performance and surveillance; the scheme on centralized model for Customs procedures and management that have shortened the time and cost and human resource for enterprises.
