Quang Ninh Customs actively deploys automated system for Customs management

VCN- Although Quang Ninh Customs is not a unit in the implementation roadmap of Vietnam automated system for seaport Customs Management (VASSCM) under the plan of the General Department of Customs (GDC), it has actively reported to the GDC on allowing it to deploy the system with the highest determination.

Cai Lan Terminal is the main wharf area of Quang Ninh seaport. It consists of general ports and container ports with the ability to accommodate bulk vessels up to 50,000 tons, and container vessels up to 5,000 TEUs in normal conditions. Many shipping lines have chosen Cai Lan International Container Terminal as one of the transhipment points on the route for perfecting the service chain and bringing maximum satisfaction to customers.

Previously, the management of import and export goods at ports was mainly done manually or semi-manually. Specifically, enterprises must go to the Customs supervision division to register for certification that goods are eligible for passing through the Customs supervision area, then transported to ports to carry out the procedures of goods delivery.

At the port area where there is no interconnection between the pre-clearance stage duringclearance stage and transport stage of goods subject to customs supervision, the Customs management of goods from being taken in, stored and taken out of the Customs supervision area must be manually implemented and has met many difficulties.

Facing the above requirements, Quang Ninh Customs Department has chosen Cai Lan Terminal Customs Branch as the first unit deploying the VASSCM, together with two port operators, namely Cai Lan International Container Terminal ( CICT company and Quang Ninh Port Joint Stock Company, starting from 10th August 2018. The VASSCM is expected to directly link information on import and export goods, means of transporting import and export goods between the port operators and the Customs authorities. Importers and exporters only need to declare Customs procedures on the VASSCM, in which all documents of goods delivery at the port and the notice of eligibility of goods for passing through the Customs supervision area are processed on the VASSCM. Enterprises do not have to travel and contact with the Customs supervision division at the ports.

Director of Quang Ninh Customs Department Bui Van Khang, said that the deployment of the VASSCM at Cai Lan Terminal was not a new task as actually, it had been piloted in Departments such as Hanoi, Hai Phong and Ho Chi Minh City and Ba Ria - Vung Tau. However, this is a very difficult task because the deployment requires the active participation of port operators in software development and deployment in combination with the upgrading of the technical infrastructure system at the Terminal to meet the conditions of modern management and standards to connect to the Customs management system.

CICT company has invested in modern machines and facilities, with a strict security process with the systems of cranes, forklifts and tractors, which ensure the exploitation of containerized cargo in international standard capacity. Therefore, thanks of the operation of VASSCM, all procedures shall be processed quickly and conveniently. Mr. Le Hong Quang, Director General of CICT, said that with the information provided by the Customs authorities, enterprises can take the initiative more in developing production and business plans, thereby reducing the cost of port exploitation and providing goods to customers in a timely fashion. Besides, the port and warehouse operators can take the initiative in managing statistics, keeping vouchers and books, providing information, supporting business services, increasing competitiveness and reducing the management costs.
