This was the key task that the Director General of Vietnam Customs, Nguyen Van Can assigned to the leaders of Hai Phong Customs Department on 13 September 2018.

Decree 59, Circular 39 is developed to promote the IT application in Customs operation, thereby, reducing the contact between the Customs officers and businesses, implementing reform and simplification of procedures for them and enhancing the management efficiency.

Therefore, as per Mr. Can, one of the important requirements in the compliance with Decree 59 and Circular 39 is to strengthen with supplements and improvements of IT functions in accordance with the new regulations. This is an important content being drastically directed by the General Department of Vietnam Customs’ leader.

In order to complete soon and officially deploy IT applications in the Customs operations as per the new provisions in the Customs sector, the Director General requested Hai Phong Customs Department to provide actual and comprehensive proposals related to IT in line with new regulations towards enhancing the automation in the duty performance of Customs officers and facilitating the business community.

Another important content that the Director General directed Hai Phong Customs Department is to continuously develop and complete the IT application for export production and processing enterprises.

The management must be based on the application of risk management to effectively manage high risk enterprises, at the same time facilitating enterprises complying well with the laws.

At the meeting, the Director General also assigned Hai Phong Customs Department to study and develop the pilot project to establish a unit in charge of collecting, analyzing and evaluating data for goods transported via seaway and partly transported by airway, and then consulting with Hai Phong Customs Department and the entire Customs sector in order to create a database for the effective Customs management.

The Acting Director of Customs Control and Supervision Department (under the General Department of Vietnam Customs) Au Anh Tuan said that Decree 59 and Circular 39 provided many regulations on Customs procedures that Customs officers must implement in the IT system. Implementing these regulations, the Customs Control and Supervision Department and the Customs IT and Statistics Department have coordinated to improve the system’s functions.

However, the pilot implementation for new procedures in a number of local Customs units has shown that some functions need to be adjusted in line with reality.

Director of Customs IT and Statistics Department Nguyen Manh Tung said that implementing the directions by the GDVC’s leader, the Department gathered proposals of units to complete the IT applications.

“From regulations and ideas, it is necessary to provide specific and feasible solutions to put into the system. Thus, the Department is working in detail with each unit to have appropriate solutions,” Mr. Tung said.

In addition, in order to be consistent with reality, Mr. Tung said that the improvement of the IT system should be prioritized to improve functions for the implementation of regulations in Decree 59 and Circular 39; followed by studying to provide new applications, and integrating IT system in the Customs sector.

Concluding the meeting, the Director General Nguyen Van Can requested relevant units, especially, the Customs Control and Supervision Department to complete procedures replacing the procedures prescribed in Decision 1966/QD-TCHQ dated May 10 2015, and submit them to the GDVC for promulgation soon. The Customs IT and Statistics Department has promptly handled IT shortcomings reflected by units in accordance with the actual requirements.
