Problems of MGH system solved

To implement the goal of customs modernisation and facilitating the production and business activities of firms, the Customs sector has submitted to authorities for approval and deployed the e-system of tax exemption, reduction, refund, non-collection and overpayment (MGH system) the MGH system at municipal and provincial customs departments since November 23 last year.
During the implementation of the MGH System, the support team has received many comments reflecting the problems from the customs departments of provinces and cities and helped them to deal with problems in a timely fashion.
However, it will take time to study and handle problems arising during the deployment of the MGH system in localities.
As reflected by many firms, when implementing the MGH system, they have faced many shortcomings. Through monitoring, the support team found that some customs department has not yet applied the MGH System for tax exemption, reduction and refund. The application is only performed by customs branches with a high frequency of import and export activities and heavy workload.
In addition, some firms have been unfamiliar to the Tax exemption, reduction and refund on the system conducted by Customs, so the implementation of the MGH system is not effective as expected.
To remove shortcomings and provide long-term solutions, the GDVC has directed units to review and evaluate the implementation of the MGH system nationwide to handle problems raised by local customs departments, ensuring uniform application in the whole sector, promoting the advantages and effectiveness of the system, and facilitating the business production of firms.
If the system has errors, the Customs will receive and process paper documents.
To improve the efficiency of serving businesses, the GDVC has planned to conduct an overall redesign of the Customs information technology system to overcome limitations of current satellite systems, including the MGH system.
