Positive results from the centralized management model of Mong Cai Customs

VCN - After two months of implementing the Scheme of supplementing “centralized customs management and procedures model” at Mong Cai Customs Branch (Quang Ninh Customs Department), it has brought much positive effectiveness, contributing to facilitating enterprises and promoting import-export activities.

3 in 1 model

Five years ago, on March 13, 2018, Mong Cai Customs Branch (Quang Ninh Customs Department) officially launched the model of implementing centralized customs procedures and management, creating a breakthrough in customs reform and modernization.

This model is launched following the principle of a centralized focal point in implementing customs procedures and management based on the application of modern technology and technical equipment combined with the implementation of the National Single Window, online public services. For the first time, administrative procedure reform has been comprehensively implemented at a branch.

Accordingly, instead of customs procedures being carried out at three lines including three procedure teams led by three department leaders in the old model, the implementation of the new model has only 1 procedure team and 1 branch leader in charge; customs unit code is reduced to 1 single code.

Implementing customs procedures and management is centralized in one line located at the branch headquarters, helping businesses not have to travel to many places many times to handle work, while also saving costs and reducing clearance time, all difficulties of businesses are resolved promptly because they are handled at one focal point.

From January 1, 2024, Quang Ninh Customs Department officially implemented the Scheme on amending and supplementing" Model for implementing centralized customs procedures and management after five years of implementation at Mong Cai Customs Branch".

Accordingly, the Branch continues to maintain the current model of 5 teams/groups and change functions and tasks.

That is, transferring the task of receiving and approving independent shipping declarations from the Import-Export Goods Procedures Team to two Teams (Customs Inspection - Supervision Team No. 1 and Customs Inspection - Supervision Team No.2) for implementation.

Transferring the Ka Long border gate area, bonded warehouses, and export goods inspection locations managed by Customs Inspection - Supervision Team No. 1 to Customs Inspection - Supervision Team No. 2.

To branch also balance and adjust the payroll of civil servants and workers of teams/working groups to suit functions, tasks, and management requirements after transferring tasks and management areas; transferring the task of post-audit of tax refund to the Import-Export Goods Procedures Team.

In addition, the transfer of documents in relevant customs records for import and export goods declarations which are classified to Red Channel to the focal point as Import-Export Goods Procedures Team to manage, complete, and store records as stipulated instead of transferring them directly to the General Affairs Team.

Many positive effects

By February 26, 2024, through the Bac Luan II bridge, Mong Cai Customs Branch had completed procedures for 3,303 declarations; import-export turnover reached US$41.3 million; revenue collection reached VND153.8 billion; an increase of 50% in declarations and rising 26% in turnover, while reducing 7% in taxes compared to the same period in 2023.

As noted by the Branch, the transfer of the task of receiving and approving independent transport declarations from the Import-Export Goods Procedures Team to the Customs Inspection-Supervision Team No.1 is suitable and has high support from the business community.

According to Mr. Ha Van Trung, a representative of FAS LOGISTICS Trading Co., Ltd., the registration of an independent shipping declaration at Customs Inspection and Supervision Team No. 1 helps to bring the implementation of customs procedures for goods in transit to one point, from the start of registering the List of Road Imported Goods, registering the independent transport declaration to bringing the goods into the centralized inspection location and confirming that the goods can be transported are implemented smoothly, helping to save time and facilitating businesses.

After two months of implementation, there are 22 transit businesses have registered 1,789 independent transport declarations through Bac Luan II bridge, Mong Cai for 1,679 vehicles, which is an increase of 10% in businesses, an increase of 230% in terms of declarations and rising 214% in the number of vehicles compared to the same period in 2023.

To promote import and export through the area, in 2024, Mong Cai Border Gate Customs Branch will continue to effectively implement the Scheme on amending and supplementing the "Model for implementing centralized customs procedures and management".

At the same time, promoting the implementation of activities to promote the development of the Customs-Business partnership system. In particular, focusing on organizing direct dialogue with businesses operating import and export activities of goods, thereby aiming to promptly grasp and remove difficulties and obstacles of import and export businesses.

On the other hand, continuing to implement many solutions to reform administrative procedures and modernize business processes to reduce clearance time for goods, creating maximum convenience, thereby bringing confidence to the business community.
