Phytosanitary certificates for export implemented on the NSW nationwide by mid 2018

At the seminar, "Reducing business conditions-Releasing enterprises" held by the Governmental Information Portal on 19th December 2017, Mr. Nguyen Trong Ai, Deputy Chief Office of the Plant Protection Department (the Ministry of Agriculture and Rural Development (MARD) said that regarding the computerization of administrative reform, the Plant Protection Department was currently carrying out two methods which were providing online public services at level 3, 4 and implementing the NSW.
With NSW, the procedures for the issue of phytosanitary certificates for import, transit and domestic transportation on the NSW portal (NTP) have been piloted from 2015 to 2016, and expanded from early 2017 to all Regional Plant Protection Branches. Currently, the number of applications processed and approved on the NSW is 15,000 to 16,000 applications per day.
Besides, the procedure for the issue of phytosanitary certificates for export and re-export is also piloted on the NSW system at the plant quarantine branches in region I, II, III.
"In 2018, the Department will expand the procedures for the issue of phytosanitary certificates for export and re-export to 6 other plant quarantine branches of the Department. This is expected to be finished in the first half of 2018. So, by mid-2018, this procedure will be implemented in all the branches over the country," he said.

In addition to implementing NSW, according to Mr. Ai, recently, the Department of Plant Protection also took initiatives in providing online public service. Specifically, the Department has provided online public services at level 3 and 4 for 5 groups of administrative procedures related to the issue of certificates of pesticide registration on the online public service portal of the MARD from 1st January 2017. From the beginning of the year to this date, the Department has received and processed over 2,000 records.
