Organizing the test for capacity assessment of Customs officers

The departments that have officers participating in the test include: Import –Export Duty Department, Customs Control and Supervision, Post-clearance Audit Department, Anti-Smuggling and Investigation Department, Customs Risk Management Department and Legal Department.

According to the plan, the test is held on 1st November 2018 and 20 Customs officers of these departments will participate in the test.

In order to prepare for the test, the General Department of Vietnam Customs will arrange the computer system for candidates and supervisors. At the same time, updating the tests into the software system.

The result of the test is the basis for the General Department of Vietnam Customs to complete the preparation of a large-scale examination in the entire sector, thereby, avoiding mistakes in the examination. In addition, the quality of the tests is also evaluated to ensure the criteria set.

The capacity assessment of Customs officer is a key content in the plan for renovation of human resource management under capacity based on the working position in 2018 (issued together with Decision 166/QD-TCHQ dated 25th January 2018 of the General Department of Vietnam Customs).

According to Decision 166, the target of 2018 is to improve the working position system, thereby clarifying the responsibilities and competency of the officers; Assessing the capacity of Customs officers in 6 main operational fields at 6 departments of the General Department and some key Customs departments, step by step applying this system to the personnel and organization (training, arranging, assigning and rotating).

The target by 2019: To assess the capacity of officers in all fields of the sector, to apply the system in assigning, rotating, arranging, and retraining in some fields and units; To initially manage the working results of officers in a number of departments of the General Department and Customs departments.

By 2020, the Customs will take the initiative in successfully implementing policies and plans on renovation of personnel and organization of the Party, the State and the sector; minimize the limitations in human resource management of the Customs sector and match with the general development trend and do pioneering activities. At the same time, contributing to accelerating the modernization of Customs operations towards facilitating import-export activities, enhancing the capacity of Customs officers and efficiency and effectiveness in performing public services, preventing harassment and improving customs integrity.
