The Ministry of Finance has officially connected NSW to carry out 12 administrative procedures under its management related to import and export goods and means of transport on exit, entry or in transit. The number of administrating procedure was processed by the Ministry of Transport accounting for 12% of the total registered procedure by 2020 (12 of 101).

On 15 November 2017, procedures applied to aircraft on exit, entry or in transit via NSW have been officially implemented under Decision 43/2017/QD-TTg of the Prime Minister.

However, in order to fully implement contents in Decision 73/2017/QD-TTg, the GDVC said that it is required to closely coordinate with relevant ministries and sectors. The Ministry of Finance (the GDVC) plans to submit the Government for approval of next contents after approved contents related to the deployment of aviation NSW including the exploitation of the advance passenger information system (APIS).

Specifically, when implementing aviation NSW under Decision 43/2017/QD-TTg, airlines and agents will send information on aircraft, passenger, flight crew and goods (including advance passenger information) to NSW portal. The portal will share to State management agencies at the international airport including Customs, Airport- authority, Police, Veterinary quarantine authority, Phytosanitary quarantine authority, Medical quarantine organization to ensure unified information receiving mechanism and reduce time and cost of businesses.

After aviation NSW has been fully implemented, it will replace for sending information to APIS deployed under Decree 27/2011/ND-CP. Currently, the Ministry of Transport has received the advance passenger information under provisions in Decree 27/2011/ND-CP. Accordingly, the Airport- authority uses APIS and shares information to the Customs and Police at border gate.
