According to Mr. Nguyen Anh Tai, the Deputy Director General of the International Cooperation Department, in recent years, the trend of globalization and the exchange of trade, investment, services and tourism have increasingly developed.
In this context, in order to promote Customs administration effectively and facilitate international trade; international organizations and forums such as the United Nations, the World Trade Organization, the World Customs Organization, ASEAN and APEC have encouraged members to apply international transit mechanisms to facilitate trade and transport. One of the most effective international mechanisms in facilitating the transport of goods among nations today is the International Transport Convention (TIR Convention).
Mr. Jens Hugel, the Head of Sustainable Development and Goods Transport said that since 2008, there had been more than 200,000 vehicles across the border. The fact shows that TIR member countries have saved $US 35 billion per year in freight across the border. When becoming a member of the Convention, a member country can increase GDP from 0.14% to 1.31%.
The TIR Agreement was first signed in 1949 by some European countries and then it was extended to the TIR Convention in 1959 under the auspices of the United Nations Economic Commission for Europe (UNECE). The extension of the scope was applied for seaborne container shipping and then applied for rail container transport and road container transport in the new version of the Convention in 1975.
