Modernizing management of processed and manufactured goods for export and export processing enterprises

On February 21, at the conference on customs management for export processing and manufacturing regime organized by the General Department of Customs in Binh Duong, representatives of customs units discussed and shared experience in applying information technology (IT) to improve efficiency in the management and supervision of processed and manufactured goods for export and export processing enterprises.

The Customs sector has been one of the leading units in reforming administrative procedures, applying IT and reforming management methods, thereby helping to reduce the time and cost of customs procedures and creating favorable conditions for international trade activities, making an important contribution to improving national competitiveness, improving the effectiveness and efficiency of state management of customs.

Notably, the modernization in customs management for export processing and manufacturing activities and export processing enterprises has been actively implemented by customs units in recent years.

In 2022, the General Department of Customs issued Decision 247/QD-TCHQ stipulating how to connect and exchange data from surveillance camera systems of export processing enterprises with Customs authorities according to Clause 10, Article 1 of Decree No. 18/2021/ND-CP. In particular, to implement the IT system redesign, the General Department of Customs completed the review and identified problems related to processed and produced goods for export and developed management requirements and information criteria to meet the digital customs model.

However, in the process of implementation, for the management of processed and produced goods for export, the Customs sector has faced many challenges and difficulties and achieved results as desired. There are still many complicated and outstanding cases of smuggling and trade fraud, which pose many potential risks in customs management.

Speaking at the conference, Mr. Vuong Tuan Nam, Head of Control and Supervision Division, Ho Chi Minh City Customs Department, said that if the data is standardized and connected, it will bring great efficiency in the management and supervision of processed and manufactured goods for exports.

Accordingly, units can use standardized and connected data to compare norms of the same product line of enterprises in the same industry, or compare product norms of the same enterprise in different periods; manage import and export materials in the enterprise’s warehouse as well as manage the production process of the enterprise. If there is a large enough data for comparison, the Customs office will reduce human resources for manual work, and quickly identify fraudulent acts.

Speaking at the conference, Mr. Nguyen Manh Vu, Deputy Director of Song Than Industrial Park Customs Branch, on behalf of Binh Duong Customs Department, presented proposed solutions to control processed and produced goods for export, and export processing enterprises in the digital customs model.

In which, there are smart integrated IT applications, focusing on the application of technological achievements of the Industrial Revolution 4.0 such as building the IT hardware architecture model of the Customs sector according to the cloud computing model; Big data technology to collect, store and process structured, unstructured and semi-structured data from various sources related to state management of Customs.

In addition, Binh Duong Customs Department also proposed to build software to manage outsourcing, manufacturing, export and export processing enterprises on the basis of connecting and providing information between Customs authorities and relevant organizations and individuals. Basically, all information provided by enterprises will be received, processed, analyzed and evaluated by the system through the application of 4.0 technology platforms to provide warnings and support users to make decisions at the relevant steps.

A representative of Binh Phuoc Customs Department said that to remove obstacles and inadequacies in the management and supervision of processed, manufactured goods for export, it is necessary to build an information system to serve the customs management of this type, which ensures inspection, supervision and management functions from the time of importation, during the production process, to the time of exportation. The system should have functions such as making statistics, synthesizing, analyzing and evaluating the declared data of enterprises, import and export data on the Customs operating systems to support the Customs office in identifying identify risk signs and identifying cases of inspection, and making final statement as required.

Noting the comments of the units at the conference, the Director of the Customs Control and Supervision Department Au Anh Tuan said the problems of customs management will be discussed at intensive meetings and the next projects of Digital Customs, Smart Customs. In particular, for the building of the enterprise management database, the Customs Control and Supervision Department, the Customs IT and Statistics Department and the Risk Management Department will have specific discussions to have tools to collect information from relevant agencies as well as allow units to update additional information to build a complete database of enterprises operating in the field of export processing and manufacturing field and enterprises in other fields.
