201 export processing enterprises meet conditions for customs inspection and supervision

Five enterprises that have not yet met the conditions for customs inspection and supervision as prescribed in Clause 10, Article 1 of Decree 18/2021/ND-CP because they have stopped their operation or transformed into normal enterprises.
Earlier, Clause 10, Article 1 of Decree 18 added Article 28a providing for conditions for customs inspection and supervision and application of tax policies to export processing as non-tariff zones. Accordingly, the decree stipulates that businesses must have hard fences that separate the EPE from the outside; gates/doors that are the only way for goods to enter and leave the EPE.
The EPE must equip a surveillance camera system at the gates and doors and storage place all day. The camera image data is connected online with the customs authority and archived at the export processing enterprise for at least 12 months.
The Director General of Vietnam Customs is in charge of issuing data message format exchanged between customs authorities and enterprises about the surveillance camera system to comply with the provisions of Point b of this Clause.
There is software for management of duty-free goods of the EPE serving preparation of reports on receipt, discharge, inventory and use of imports required by customs laws.
Decree 18 also specifies procedures for inspecting and certifying the satisfaction of conditions for customs inspection and supervision for export processing enterprises and investors implementing investment projects.
