VCN- According to the Action plan on promoting the National Single Window (NSW), the ASEAN Single Window (ASEANSW) and the reform of specialized inspection for import and export goods and trade facilitation in  the 2018-2020 period (hereafter referred to as the Plan) that has been approved by the Minister, in 2018, ministries and sectors must connect 138 procedures to NSW. Ministry of Natural Resources and Environment, Ministry of Transport have made effort but they still have missed the deadline

According to the Plan, the number of procedures that must be connected by the Ministry of Transport accounts for the largest quantity with 65 procedures. Notably, 65 procedures of this ministry are also registered to connect in 2018, of which, 44 procedures must be connected in the third quarter of 2018. In addition, the Ministry of Transport has also chaired to connect 10 interdisciplinary procedures. Thus, the actual number of procedures that must be connected by this ministry is up to 75.

Over the past time, the Ministry of Transport is one of the ministries that has actively coordinated with the General Department of Vietnam Customs-the Standing Office of the National Steering Committee for ASW, NSW and trade facilitation to deploy related works and implement pilot connection for many procedures. However, in the first half of October, the Ministry of Transport has not yet officially announced the number of procedures that are registered to be connected in the third quarter 2018.

In fact, although it has not yet been officially announced, the Ministry of Transport has deployed pilot connection of procedures for roadways and expanded the implementation in the field of seaways; in the field of inland waterways the ministry has deployed 2 of 4 administrative procedures for vessels on exit and entry at inland waterway ports in Long An province and Long Binh inland waterway ports (Ho Chi Minh City).

According to the latest information, in the recent meeting on 10 October 2018 chaired by the Deputy Minister of Transport Nguyen Nhat, the Ministry’s units agreed with the plan that in November 2018, it will coordinate with ministries and sectors to complete the development and connection of all procedures of the Ministry of Transport to NSW.

According to the reporter, although the Ministry of Transport has got the largest number of procedures that must be connected and has not yet officially announced, it has implemented more actively than other ministries and sectors.

Under the plan, 7 procedures of the Ministry of Natural Resources and Environment must be connected in the third quarter 2018, including many procedures related to scrap imports such as: Granting certificate of eligibility for environmental protection in the scrap import as raw materials for production for individuals or organizations that directly use imported scrap as raw materials for production (at the central level).

However, according to Directive 27/CT issued by the Prime Minister, the competent agencies will not grant the import license for entrusted units, thus, recently, the Ministry of Natural Resources and Environment has taken this procedure out of its plan for connection.

The other procedure is the notification on shipments of imported scrap. It is known that the procedures carried out by the central level have been piloted by the Ministry of Natural Resources and Environment and are ready to be officially connected. However, the deployment of procedures at the provincial level is not adequate.

Ministry of Health still delays

Almost all procedures of the remaining ministries and sectors are registered to be officially connected in December 2018. In fact, in order to connect in accordance with the deadline, it is necessary to actively deploy from this moment in time.

After the plan was issued by the Prime Minister, at the end of September 2018 the Minister of Finance Dinh Tien Dung- Deputy Head of the National Steering Committee for ASW, NSW and Trade Facilitation directly sent the Official letter to ministers which have a large number of procedures that must be connected but the deployment is still low, although some units have been more active in coordinating with the General Department of Vietnam Customs to perform the related tasks.

According to the Customs Newspapers, the Ministry of Health’s procedures chaired by 4 departments under this ministry include Drug Administration, Vietnam Food Administration, Department of Medical equipment and facilities, and Health Environment Management Agency. Accordingly, the procedures chaired for the connection by the Drug Administration account for the largest quantity.

In the Official Letter directly sent by Minister Dinh Tien Dung to Minister of Health Nguyen Thi Kim Tien at the end of September showed a concern, “if units under the Ministry of Health have not actively and promptly coordinated with the Standing Office to deploy connection and procedures, it is unfeasible and difficult to accomplish tasks in the plan”.

According to the reporter, until the first half of October 2018, the deployment of the Ministry of Health is insufficient and the target for accomplishment of connection under the plan assigned by Prime Minister to this ministry is unfeasible.
