Manage the origin of goods, especially petrol

VCN - The General Department of Customs has directed Customs Department in the provinces and cities to strengthen the inspection and determination of origin of imported goods, especially petrol.

The above direction are aimed to comply with the provisions of agreement and circulars of Ministry of Industry and Trade on the implementation of rules of origin in free trade agreements, the Ministry's Circular No. 38/2015 / TT-BTC Finance and Decision No. 4286 / QD-TCHQ of the General Department of Customs promulgating the process of inspecting and determining the origin of export and import goods.

Specifically, the General Department of Customs requested local Customs authorities when having a doubt related to the validity of a C/O, declaration information of C/O or the actual origin of the imported goods (such as forging of signatures, C/O seals, mismatch between information on goods declared on C/O and documents in Customs dossiers, doubts on origin criteria declared on C/O or through the physical inspection (if any) detecting the origin shown on the goods different from the declaration, regulations on direct transportation), they should send reports and relevant dossiers to the General Department of Customs in order to conduct advance verification.

For the cases where goods have C/O and enjoy special preferential tax rates but have signs of fraud or violation of regulations, the local Customs authorities should conduct post clearance audit and report to the General Department of Customs.

Regarding the increase of export goods inspection, the General Department of Customs also issued documents instructing the local Customs units to strengthen checking and determining the origin of peanuts, bean seeds and tamarind nuts to ensure that these items are not of Indian origin under the decision of suspension of import by the Ministry of Agriculture and Rural Development.
