The Open Budget Portal was developed based on referencing advanced models in the world and Vietnam's requirements for budget transparency and disclosure, step by step implementing the goals of the Government and the Ministry of Finance in a commitment to openness, transparency and accountability in the allocation, management and the use of public resources.
For the Ministry of Finance, the portal will help the process of synthesising reports of public budgets more faster and accurately.
This is also a tool that allows supervising the implementation process of ministries, central and local authorities. For ministries, central and local authorities, publicising budget report will become simpler and more convenient.
For citizens, businesses, researchers and organisations in the country and from abroad, this is a communication channel that provides data and information to help them grasp issues relating to national finance and budget, demonstrating the concern and enhancing social supervision.
It will contribute to improve the score of national budget transparency, budget disclosure of ministries, central authorities and local budget disclosure.

Stefanie Stallmeister, Operations Manager for the World Bank in Vietnam said that: “The Open Budget Portal would improve the openness, transparency and equal efficiency of the budget, contributing to strengthening macroeconomic management, risk awareness and accountability in public service provision. The World Bank believed that to be able to grasp the State's activities, accessing information is important for not only at all levels of government, but also for all citizens and businesses.”
“The Covid-19 pandemic was forcing the Governments around the world to face difficult financial and budget decisions that require everyone to cooperate and take action in time. We could only do that when accessing to up-to-date and complete information. The Open Budget Portal was a tool that would help Vietnamese ministries, sectors and people to overcome the challenges caused by the Covid-19 pandemic," Ivo Sieber, Swiss Ambassador, said.
The opening ceremony of the Open Budget Portal is also an activity to celebrate the 75th anniversary of the establishment of the finance sector. This is also a testament to the administrative reform efforts of the Ministry of Finance, contributing to gradually replacing paper reports with electronic reports.
