Lang Son Customs: Backlog of 168 declarations in the system

VCN- According to statistics from the Lang Son Department of Customs, through examination of Customs declarations of imports and exports from January 1, 2015 to September 30, 2016, the Department had 168 Customs declarations of exports and imports which were eligible for Customs supervision but not confirmed in the system.

Specifically, the total number of Customs declarations of exported and imported goods which were eligible for Customs supervision but not confirmed in the system at the Coc Nam Customs Branch was 43 declarations.

These declarations were registered at the Thai Binh Customs Branch and the Hai Phong Customs Branch, Zone II and Zone III. Specifically, there were 16 declarations of business which were classified in the “Green Channel” and automatically licensed for Customs clearance.

Until now, although the validity period of the declarations has overstepped the deadline, the goods have not come to the Coc Nam Customs Branch. Then, Customs officers of the Coc Nam Customs Branch have contacted the Thai Binh Customs Branch to implement the examination of these declarations. In addition, Customs officers of the Coc Nam Customs Branch have requested the Hai Phong Customs Branch, Zone II and Zone III to check 20 declarations without information in the tracking system. Through the review of the declarations, Customs officers found 7 declarations classified in the “Green Channel” but the goods have missed the deadline of the validity period to the border gate, the Coc Nam Customs Branch has decided to cancel these declarations.

At the Customs Branch of Huu Nghi Border Gate, there was a backlog of 6 declarations due to inspections of storage location; and 9 declarations at the Customs Branch of Chi Ma Border Gate which were classified in the “Green Channel” and automatically licensed for Customs clearance. However, the goods have missed the deadline of the validity period, so the Customs Branch of Chi Ma Border Gate has contacted Customs units where declarations were registered to cancel them, including 2 declarations registered at the Customs Branch of Huu Nghi Border Gate and the Customs Branch of Mong Cai Border Gate.

In particular, there were 108 declarations registered at the Customs Branch of Coc Nam Border Gate which were supervised by the Customs Branch of Noi Bai international airport, and these declarations have already implemented Customs clearance. The Customs Branch of Noi Bai international airport handed over goods to bonded warehouses under the management of the Customs Branch of Coc Nam Border Gate but not confirmed in the tracking system. Therefore, “the Customs Branch of Coc Nam Border Gate contacted the Customs Branch of Noi Bai international airport to ask for confirmation”, a representative of the Lang Son Department of Customs said.

The Lang Son Department of Customs stressed that, in the total backlog of 168 declarations, due to the code changes for storage locations in the Tan Thanh Customs Branch (in the VNACCS system) from February 1, 2016, the old codes were locked. Thus, the declarations which were registered from January 1, 2015 to January 31, 2016 could not be reviewed.

In order to review and handle the backlog of theses declaration in the system, the Lang Son Department of Customs has proposed to the General Department of Vietnam Customs to reactivate the old codes for storage locations of the Tan Thanh Customs Branch.
