Support enterprises to overcome Covid-19
The Covid-19 pandemic greatly affected production, business and import-export activities of enterprises in the area, especially those that produce aquatic products and textiles, export wood chips and construction stone, import asphalt, gypsum and petroleum, a leader of KhanhHoa Customs Department said.
In the first months of 2021, the number of firms carrying out import and export procedures at border gates in Khanh Hoa declined by 125 enterprises, or 15.5% over the same period in 2020.
Khanh Hoa Customs Department has had many solutions to support businesses to overcome difficulties.
The department has helped enterprises fulfill import and export procedures via the internet; maintained operation of the advisory group to guide customs procedures, management policies of ministries and agencies related to exported and imported goods for enterprises; regularly updated and posted new legal documents, policies, customs procedures at customs checkpoints; and directed subordinate units to implement measures to reform administrative procedures, ensuring the fastest customs clearance for import and export goods.
Regarding reform of customs procedures to shorten the clearance time , the leader of Khanh Hoa Customs Department has instructed units to maintain, stably operate and effectively use the automated system for customs clearance; carry out administrative procedures under the national single-window mechanism, the ASEAN single-window mechanism on specialised inspection of imported and exported goods; and efficiently deploy the automatic customs supervision and management system VASSCM at Cam Ranh, Bac Van Phong, Nam Van Phong ports and a specialised port of Hyundai - Vietnam Shipbuilding Co., Ltd. to reduce time and costs for customs procedures for goods in and out a warehouse, yard or port.
In addition, to promptly clear goods and maximise import and export activities of enterprises, KhanhHoa Customs Department has given priority to removing problems arising under its jurisdiction related to customs procedures, tax policies, tax administration, accounting, tax refund andtax exemption for enterprises.
Strive to exceed the target
In 2021, Khanh Hoa Customs Department was assigned a budget revenue estimate of VND3,000 billion (including VND1,946 billion in Khanh Hoa and VND1,054 billion in Ninh Thuan) anda desired target of VND3,350 billion.
To perform this important task, the unit has developed a plan and taken specific measures and solutions.
The unit has paid special attention to the administrative reform, facilitation to the clearance of goods to ensure all of the dossiers are processed in accordance with time and regulations; maintained the national single-window mechanism at seaports, and the automatic customs management system VASSCM.
The unit has reviewed and grasped revenue sources, introduced measures to increase revenue and combat revenue loss; regularly urged tax debt collection and worked with other agencies to verify the operating status of firms to apply coercive measures to recover overdue tax debts; focused on combating tax losses like reviewing items on the list of price risks; strengthened the inspection of goods names, codes, value and tax rates at the customs clearance stage and the post-customs clearance stage to discover and handle cases of incorrect declaration of codes or goods names for goods with high tax rates, high value and goods imported from questionable markets and goods declared undervalued compared to those in the database.
As a result, although some major revenue sources fell, the unit's budget revenue in the first three months of 2021 was quite good, topping VND961.7 billion, reaching 32% of the estimate and more than 28% of the desired target.
Khanh Hoa Customs Department said the unit's main revenue source was from imported petroleum. However, revenue from this item in the first quarter saw a sharp decrease. It earned VND495.39 billion, accounting for 54.08% of total budget revenue, a year-on-year fall of 20.90%.
This was because the volume of imported petroleum increased by 12.11% but the price of petroleum fell, leading to a decrease in import turnover by 7.33%.
Revenue from wind power and solar power projects was VND268.49 billion (Ninh Thuan: VND264.08 billion; Van Phong: VND4.41 billion), accounting for 29.31% of total revenue, an increase of 96.12% over the same period last year, because investors imported more machinery and equipment for the power projects in Ninh Thuan.

Given by the goal of exceeding the target of VND3,000 billion, Khanh Hoa Customs Department is continuing to create favourable for import and export activities and raise revenue sources for the State budget.
