Khanh Hoa Customs Department effectively performs administrative procedure reform

VCN – The administrative reform index of Khanh Hoa Customs Department in 2023 increased from 88.3 points to 91.97 points compared with the previous year, achieving goods ranking. From 2017 until now, the department has been evaluated as a good ranking department among Khanh Hoa -based central agencies.

Processing procedures in a timely fashion

According to the assessment results of administrative reform in 2022 of units under the General Department of Vietnam Customs announced in 2023, Khanh Hoa Customs Department is one of the 20 first-ranked units, with a score of 89/90 points. Thus, compared to 2021, the ranking index of Khanh Hoa Customs Department has increased from 2nd to 1st position.

Khanh Hoa Provincial People's Committee has issued Decision No. 91/QD-UBND on announcing the index and ranking of administrative reform results in 2023. Accordingly, Khanh Hoa Customs Department was ranked third with 91.97/99 points out of six vertical agencies in Khanh Hoa province. The department’s administrative reform index has increased from 88.3 to 91.97 points compared to 2022.

To achieve the above results, in 2023, Khanh Hoa Customs Department has implemented effective solutions in reforming administrative procedures, facilitating trade for people and businesses.

Deputy Director of Khanh Hoa Customs Department Phan Thanh Son said that the department has focused on implementing the administrative reform and customs modernization by issuing plans and complying with contents and plans guided by the General Department; upgraded information technology infrastructure for smooth and safe operation; facilitated imports, export, trade and investment in the area.

Khanh Hoa Customs Department issued a detailed plan to implement key reform, development and modernization activities in 2023, and digital transformation plan; reviewed administrative procedures and proposed to revise or abolish inappropriate administrative procedures; assigned targets for administrative reform, simplification of customs procedures, and trade facilitation in 2023 to each unit to serve businesses; received and handled administrative procedures for 44,492 dossiers on time and before the deadline. According to the report of the Customs Reform and Modernization Board - General Department of Vietnam Customs, the results of measuring goods release time, average operational time and customs clearance/release for goods all increased over 20%.

The Customs reform and trade facilitation by the department is not only highly appreciated by people and businesses but also recognized and praised by the leaders of the Provincial People's Committee.

At the conference to review performance in 2023 and set out tasks in 2024 of Khanh Hoa Customs Department, Vice Chairman of Khanh Hoa Provincial People's Committee Le Huu Hoang said that in the context of slow growth of Vietnam's economy in 2023 and difficult import and export activities, the year-on-year decrease in import and export turnover, the department has removed difficulties and problems for enterprises, thereby, facilitating for import-export and immigration activities of people and businesses in the area.

Digital transformation in administrative procedure reform

According to the leader of Khanh Hoa Customs Department, identifying the reform of administrative procedures as one of the key and consistent tasks, the department has always taken people and businesses-centric approach. In the near future, the department will develop plans and implement solutions to overcome limitations, striving to better implement administrative reform.

Deputy Director General Hoang Viet Cuong directed that the department should promote existing results, simplify administrative procedures, and create conditions for import and export activities by proposing amendments, supplements and completion of legal documents; building processes to perfect the smart customs model under direction of the General Department of Vietnam Customs; implement digital transformation and effectively apply information technology in customs operations and direction of leaders at all levels.

At the same time, continue to process customs procedures with the goal of creating maximum favorable conditions for businesses in import and export activities; improve the effectiveness of customs inspection and control for import and export goods; strengthen coordination and information exchange between Customs authorities and warehouse, yard and port operators.

Administrative reform will be implemented uniformly and associated with innovating working practices and modern management methods by promoting the application of digital technology in customs processes; build a disciplined, responsible, professional and effective Customs force, and successfully completing political tasks in 2024 towards the goal of building a professional and modern Vietnam Customs, on par with the Customs administrations of developed countries in the world, leading in implementing Digital Government, with the Digital and Smart Customs model...

The overall objective of the strategy is to build Vietnam customs which is standard, modern and on par with the customs of developed countries in the world, leading in the implementation of the Digital Government with a digital and smart customs model.
