According to the Customs IT and Statistics Department (General Department of Customs), the Customs Information Portal was established with the aim to provide electronic Customs declarations to carry out tax procedures and issue certificates of origin and payment procedures through banks and other administrative procedures; and prove the legality of goods circulated in the market.

The use of electronic Customs declaration information will actively contribute to implement the following contents: Minimizing paper, shortening time, reducing the cost of administrative procedure implementation in the field of import and export; and connecting and sharing information between management and specialized inspection agencies and organizations with Customs agencies in accordance with the objectives set forth in Government Resolution 19.

With the operation of the Customs Information Portal, relevant agencies can easily receive electronic declaration information by: Using the account issued by the General Department of Customs access to http://tkhqdt.customs.gov.vn to look up information. This is a simple form, convenient, easy to implement and easy to apply for the large number of users of many relevant agencies, connecting the information systems (of relevant agencies) with the Customs Information Portal to use declaration information in electronic data form; Using in the form of a message provided by the General Department of Customs from phone number 0869600633. This case only applies to inspection agencies, including: Taxation, Customs, Market Management, Public Security, Border Guard, Coast Guard and other units and individuals who have the right to inspect in line with the law for organizations and individuals involved in activities of import, export and circulation of goods in the market.

The Electronic Customs Information portal was established in an attempt to connect with the ministries and Customs departments with the aim to reform administrative procedures and facilitate trade. Also properly implementing the spirit of "promoting e-government development, enhancing the efficiency of State agencies, better serving the people and businesses" as described in Resolution No. 36a/NQ-CP on E-government.
