Improve knowledge of goods' origin

The workshop was attended by Mr Edward Thurmond, U.S. Customs and Border Protection Attaché to Thailand, Mrs Nguyen Thi Viet Nga, Deputy Director of the International Cooperation Department under the General Department of Vietnam Customs, representatives from the Import and Export Department and Trade Remedies Department (Ministry of Industry and Trade), and departments under the General Department of Vietnam Customs.
According to the General Department of Vietnam Customs's representative, origin rules play an important role in international trade. They are used for many different purposes, including identifying goods entitled to trade preferences, and enforcing trade remedies such as anti-dumping duties, countervailing duties, safeguard measures, and regulations on the labelling of goods.
The rapid development of the world and science and technology has changed traditional production methods. Accordingly, developing and producing goods may involve many countries, leading to an increasingly sophisticated level of goods.
This poses challenges for regulatory agencies in fully identifying relevant factors to determine the origin of a product for effective management, including combat of origin fraud for illicit transhipment to evade trade remedies.
Mrs Nguyen Thi Viet Nga said that substantial transformation is a common and complex matter because the origin determination is not simple when parts and spare parts of products are made in many countries.
Vietnam Customs and the CBP jointly held a workshop themed "Substantial transformation" to enhance knowledge for officers of the Ministry of Industry and Trade and the General Department of Vietnam Customs, who are working in the field of goods origin by sharing knowledge and practical experience of experts of the CBP, thereby applying in their work.
Mr Edward Thurmond said this workshop is one of support, cooperation and capacity-building activities assisted by the CBP for Vietnam Customs.
Mr Edward Thurmond said, "We have many discussions to exchange knowledge and better understand the origin of the goods to serve our interests. Vietnam has become a leading commodity production centre in the world and one of the top seven partners of the U.S. Vietnam's goods have been highly appreciated by the international market. The positive result was achieved in a short time. Therefore, we will together protect Vietnam's goods brand and prevent the abuse of the reputation of Vietnam's goods.
Ms Nguyen Thi Viet Nga said that the contents and experience shared by experts of the CBP and officials of the Ministry of Industry and Trade and Vietnam Customs would provide useful and practical contributions to each participant's performance.
On behalf of Vietnam Customs, Mrs Nguyen Thi Viet Nga expressed her thanks for the support and close cooperation of the CBP to Vietnam Customs, especially in training and capacity building for Vietnam Customs officers and other regulators.
