Initiative from practice

At some international conferences, Risk Profiler software was introduced by the organizers to foreign customs organizations and agencies, United Nations Crime and Drug Prevention Agency (UNODC) and highly appreciated by the WCO. The utility and efficiency of this software are expected to be applied to Customs in some countries in the world such as Thailand, countries in Africa and some other countries.

During the talk with us, mostly Mr. Vuong Tuan Nam, Deputy Head of IT Department - Ho Chi Minh City Customs Department (former officer of Ba Ria-Vung Tau Customs Department) did not talk about himself, only shared about his work, about customs and professional expertise, and how he intends to work with the breakthrough technology of the Industrial Revolution 4.0….

Talking about the birth of this software, Mr. Nam said, there are 3 forces participating in controlling anti-smuggling of drugs and weapons through seaports: Port Control Group (PCU); risk management unit and anti-smuggling and control forces. The search information needed for these forces is very important, but they take too much time conducting search operations, there is not much time for the investigation and analysis of information. The Risk Profiler software was born to overcome this inadequacy.

With small capacity, fast processing speed and no investment in computer hardware, this software can support up to 90% more time reduction when searching for information, which helps those who work in anti-smuggling activities have more information to serve the detection and prevention of smuggling and trade frauds.

Due to the huge daily number of containers entering the port of Ho Chi Minh City, in order to create favorable conditions for units to control seaport containers in the analysis and screening of high-risk containers, on November 15, 2018, the Agency of crime and drug prevention, The United Nations (UNODC), cooperated with the General Department of Customs and PCU Ba Ria-Vung Tau and Ho Chi Minh City Customs to install Risk Profiler software to quickly analyze risk information before shipment comes and goods go at HCMC CPU.

So far Risk Profiler software has been applied at: Risk Management Department, General Department of Customs; Ba Ria-Vung Tau Customs Department (May 2017); Hai Phong Customs Department (October 2017); The Customs Department of Ho Chi Minh City (November 2018) and Da Nang Customs Department (December 2018). It has contributed to reducing the workload and processing time for PCU members currently working under the mission of cumulative regime. Currently, this software is being expanded to be applied in customs units with big seaports.

In the coming time, when the National Single Window system is not fully deployed, Risk Profiler software can be built to add functions to support analysis and arrest for goods by air transport.

Most of the initiatives and scientific work built by Mr. Vuong Tuan Nam derive from daily work practices. As soon as the Customs discovered some shortcomings from the licensing and management of scrap import quotas from a number of functional agencies, the General Department of Customs has issued documents to direct local customs units on management and prevention of imported scrap. Studying the guiding documents of the leaders of the General Department of Customs along with the inadequacies in practice, Mr. Nam started to immediately build 2 software programs, a tool for information analysis on scrap import and one for scrap quotas. With the tool to support the analysis of imported scrap information, the Customs Department will immediately detect the ship carrying waste materials when it usually takes a lot of time to be detected by manual methods. The imported scrap quota management software focuses on 3 sets of information: deposit of enterprises, quantity of scrap dumping and quantity of imported scrap. This software helps Customs authorities monitor and manage quota and import quotas concentrated nationwide. Currently, these 2 soft ware programs are being deployed in the whole industry.

In addition to Risk Profiler and the 2 software programs, currently, many other software and scientific programs built by Mr. Nam are being implemented effectively throughout the industry. In particular, it is important to mention the program to support the analysis of processing data of export production for post-clearance inspection units, which are used by many units effectively.

Always be active with the work

Before taking the entrance exam to Customs, Vuong Tuan Nam had time working and earning an attractive salary, but then he chose Customs because he fell in love with the job after nearly 4 years of studying at Customs College. "It is a must to be really passionate about work, to be proactive in the work I have just created, enthusiastic for new findings to create change," Mr. Nam said.

Indeed, with his love for his job, proactive in his work, during 16 years of working in the Customs industry, every year, he also has initiatives applied in practical work. Currently, Mr. Vuong Tuan Nam has participated in building 3 scientific projects, many sectoral initiatives and many grassroots initiatives are recognized and effectively applied in business processes and management by customs agencies...

After 16 years working at Ba Ria-Vung Tau Customs Department, with his contributions to the development of the information technology field, in the beginning of 2019, Mr. Vuong Tuan Nam was governed by the General Department of Customs and acting as Deputy Head of Department of Customs Department of Ho Chi Minh City. Taking on the new mission, Mr. Nam planned to do the task in 2019, with great concern about the plans for groundbreaking scientific work in the Industrial Revolution 4.0 to serve in the Customs industry. The upcoming projects have been told to us, but he said, "Journalists, don't write and wait until I have finished."

Working for Ba Ria-Vung Tau Customs Department for 16 years, I received great support and encouragement from the leadership of the unit, along with the love of the job, the love of the assigned work, I overcome temptation, overcome a lot of difficulties to continue the passion for the chosen profession.
