Implement quick clearance for shipment of meat and poultry, avoiding congestion

When implementing import procedures for meat and poultry in general and from the US market in particular, customs officials have to comply with regulations to quickly perform clearance procedures for imported goods, to avoid causing congestion at import border gates.
The inspection of origin for imported meat and poultry must comply with the provisions of Circular No. 38/2018/TT-BTC dated April 20, 2018 (amended and supplemented in Circular. No. 62/2019/TT-BTC dated September 5, 2019) and Circular No. 47/2020/TT-BTC dated May 27, 2020 of the Ministry of Finance.
For meat and poultry imported from the US, when checking C/O, they must comply with Article 15 of Circular No. 38/2018/TT-BTC. The content specified in this article is not required on the C/O to have the seal of the authority granting C/O. Therefore, when performing C/O inspection and comparison, customs officials are not allowed to ask that C/O must has the certification mark of the authority granting C/O.
The General Department of Vietnam Customs requested provincial Customs Departments implement consistently the above contents.
Previously, the General Department of Vietnam Customs received complaints about a number of imported meat and poultry consignments stuck at Hai Phong port.
After receiving the complaint, the General Department of Vietnam Customs instructed Hai Phong Customs Department to review the content of the case and implement clearance procedures for imported meat and poultry shipments.
According to Hai Phong Customs Department, there is no congestion of import goods at border gates.
