According to the Ho Chi Minh City Inland Waterway Port Authority, the pilot of the toll collection system for works, infrastructure, service works and public utilities in the seaport border gate area is smooth.
After more than a week of the trial, more than 300 customs declarations have been made by import and export enterprises on the system.
During the trial period until March 15, businesses do not have to pay any fees, but only spend time getting used to the system. From 0:00 on April 1, the toll collection will be officially operated.
Seaport enterprises can search for fee payment receipts at the web portal: https://thuphihatang.tphcm.gov.vn:8092/Home; Import-export enterprises can declare the fee declaration at: https://thuphihatang.tphcm.gov.vn:8081/Home. The hotline number is 19001286.
The Department of Transport of Ho Chi Minh City is responsible for monitoring and supervising the testing process, handling problems or reporting to the city’s People’s Committee on issues beyond its power. The Customs Department of the city is assigned to support the connection and sharing of declaration data and goods through the port to the toll collection system.
The highest fee is VND4.4 million for a container; the lowest is VND15,000 per ton for bulk cargo. The payment is not in cash but through the customs electronic system so there will not be traffic congestion before entering the port.
According to Ho Chi Minh City People's Committee, the port infrastructure fee is expected at about VND3,000 billion which will be remitted into the city budget and used for investment, upgrading and maintenance of seaport infrastructure, contributing to reducing traffic congestion, shortening transportation time, and facilitating goods circulation for enterprises.

In the long run, it is said that the transport, logistics and import-export businesses will get more benefits when the transport infrastructure around ports is improved. Ports will develop, thereby increasing revenues from import and export duties, corporate income tax and VAT.
