Ho Chi Minh City Customs shortens the time of processing procedures and enhances enterprises’ satisfaction

The department has effectively implemented key tasks in the first quarter of 2019, collected and contributed 27,523 billion VND to the state budget, reaching 25.35% of assigned target, 24.8% of desired target, an increase of 19.34% compared to 2018.
Import and export turnover reached US$ 20.99 billion, an increaseof 11% compared to 2018 with over 30,000 enterprises carrying out Customs procedures, up 4.9%.
Total import and export declarations were 537,000 declarations, up by 5.1% compared to 2018.
Although the State revenue has grown, Mr. Dinh Ngoc Thang is concerned that revenue collection will face difficulties ahead because reduced revenue from cars and petroleum products.
The Department has built a plan on Customs reform and modernization and developed Customs-enterprisepartnerships as well as developing a plan on implementing Prime Minister’s Directive 02 enhancing competitiveness and facilitating trade.
The Department has also focused on researching the centralized management information technology systems for leaders at all levels in management and handling towards the industrial revolution 4.0. Connecting with business associations and port operators.
The Department has reviewed advice on removing shortcomings and proposed solutions to shorten Customs clearance time for the business community.

Deploying a Scheme on fast customs clearance trade facilitation, developing an online surveillance system for monitoring the progress of processing procedures for shipment from the first stage to the customs clearance stage, thereby measuring the time at each stage, increasing the satisfaction of enterprises.
Tending to build ecosystems, sharing data, connecting software systems between 2 units, as well as expanding connections with related parties such as specialized management agencies, shipping lines andCustoms brokers to modernize and create favorable conditions forenterprises.
“Ho Chi Minh City Customs Department has agreed with Sai Gon New Port Corporation on the classification of Red, Green, and Yellow Channels for quick Customs clearance and release; has built infrastructure and equipment to meet the requirements of administrative procedure reform and customs modernization” Mr. Dinh Ngoc Thang said.
