Speaking at the conference, Director of HCMCity Customs Department Dinh Ngoc Thang said theEVFTA officially took effect from August 1 after nearly 10 years of negotiation by the two sides.

However, when the EVFTA took effect, due to the effects of the Covid 19 pandemic, the global economy is in a sharp decline, and Europe and Vietnam are no exceptions. Despite the unfavourable situation, the leaders of Vietnam and the EU share a common view that facing the challenges of thisdifficult period, the EVFTA is an important boost to the economies of both sides.

“To facilitate businesses in implementing the agreement in the most favorable manner, HCMCity Customs Department has coordinated with Eurocham to provide online guidance and training for businesses," Thang said.

According to HCMCity Customs Department, to facilitate trade the business community, including European businesses to implement and benefit from the EVFTA, the department has deployed many projects to facilitate trade, towards electronic transactions, digital customs and smart customs to shorten customs clearance time for firms.

Appreciating the support of Customs, especially amid the Covid-19 pandemic, EuroCham Vice Chairman Nguyen Hai Minh said Customs is the leading sector in administrative procedure reform. However, the implementation is a key issue that HCMCity Customs Department has workedwith Eurocham for many years to hold training courses and dialogues for the European community in Vietnam.

“Especially, during the Covid-19 outbreak, HCMCity has trained and provided thematic guidance on rules of goods origin in the EVFTA for more than200 businesses via online conferences to help businesses understand the regulations and implement effectively," Minh said.

Minh added that the Customs sector has developed and submitted to the Government a scheme on specialised inspection. According to this scheme, the specialised inspection will be performed by a focal point as the Customs. If this scheme is approved, this will be a very important reform step to facilitate businesses in import and export activities.

The training session is expected to take place on August 28 and September 4 with two themes, including theme 1 focusing on introducing contents related to e-C/O and document for self-certification of goods origin; the theme 2 on HS codes.

The training session is expected to achieve positive results, helping to update knowledge on customs procedures related to the EVFTA, and orient businesses to self-compliance of Customs law, promptly grasp and receive businesses' opinions related to management policies for goods import and export, promptly removing problems and difficulties, continuing to reduce administrative procedures, improving the quality of customs public services and cutting costs for businesses.
