Only reaching 91.2% of the estimate

According to HCMC Customs Department, its tax revenue in November 2017 was VND 9,529 billion, up 10.17% compared with October 2017 (VND 8.649 billion). As of 8th December 2017, HCMC Customs Department collected VND 99,395 billion, accounting for 91.2% of the estimate, up 7.12% over the same period of 2016 with a revenue of VND 92,785 billion.

Analysis of HCMC Customs Department shows that budget revenue in the final week of November 2017 was very low due to asignificant decrease in import duty. This makes the budget collection in December 2017by the HCMC Customs Department more and more difficult.

According to calculations, in December, the HCMC Customs Department must earn VND 12,400 billion to achieve the target of VND 109,000 billion (meaning that the unit must collect VND 590 billion per day). This is a great challenge for the unit.

At present, units are trying to implement many measures to complete the assigned targets. The border Customs units continue to support and encourage enterprises to make their orders soon and facilitate the Customs clearance of goods.

Tran Ngoc Anh, Deputy Director of Customs Branch of Tan Son Nhat International Airport, said that in order to fulfil the new target set by the HCMC Customs Department, the Branch was cooperating with warehouse operators to provide maximum support for release of goods and to ensure fast Customs clearance for enterprises, thereby ensuring budget collection in a timely fashion.

Completing 3 targets at the same time

According to the HCM City Customs Department, in order to achieve the budget collection task in 2017, this unit must complete 3 collection targets at the same time this December. Specifically, it must complete the debt collection target of VND 940 billion,and post-clearance inspection of VND 450 billion.

The revenue of 4 Customs branches which have been assigned a large revenue, including Saigon Port Zone 1 Customs Branch (VND 40,200 billion); Hiep Phuoc port Customs Branch (VND 13,670 billion), Saigon port 3 Customs Branch (VND 16,500 billion) and Investment Management Customs Branch (VND23,270 billion) on 8th December 2017,whichonly accounted for just over 90%. Currently, these branches are concentrating their efforts on tasks related to budget collection and anti-loss of revenue. In addition to working seven days a week, the branches have deployed overtime work for enterprises which need to register for goods clearance, with the aim of facilitating quick release of goods.

Moreover, anti-loss revenue is also a focus. By the end of November 2017, Post-Clearance Audit Customs Branch and other branches under the HCMC Customs Department raised VND 441,675 billion of taxes through the post clearance audit. Of which, the Post-Clearance Audit Customs Branch increased more than VND 227 billion, and the rest (over VND 214 billion),was collected by the other branches at the Customs clearance.

Notably, Investment Management Customs Branch increased over VND144 billion from the post clearance audit and all the tax arrears were contributed to the state budget. Recently, the General Department of Customs has revised the budget revenue target 2017 through the post clearance audit for the HCMC Customs Department down from VND680 billion to VND 450 billion, and the desired target to VND 500 billion. Thus, by the end of November 2017, the revenue from post clearance audit of HCMC Customs Department reached 98.15% of the assigned target of VND 450 billion and 88.33% of the desired target of VND 500 billion
