HCM City Customs holds dialogues and solves problems for Korean enterprises

The meeting was attended by the Deputy Director General of Vietnam Customs, Mr. Nguyen Viet Cuong; the Consulate General of Korea in Ho Chi Minh City, Mr. Park Noh Wan; the KOCHAM President, Mr. Kim Heung Soo and nearly 100 South Korean companies in Ho Chi Minh City.

Speaking at the meeting, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong said that in recent years, the Ministry of Finance, the General Department of Vietnam Customs and the Customs Department of Ho Chi Minh City regularly coordinated and exchanged information, held many dialogue meetings to inform new regulations in import-export activities and solved problems of enterprises in the process of carrying out customs procedures at Customs Branches.

The Deputy Director General of Vietnam Customs highly appreciated the positive cooperation of Kocham and the Korean business community with the Customs authorities in recent years, which has created favourable conditions for Vietnam Customs and the Customs Department of Ho Chi Minh City to accomplish the assigned tasks, policies on Customs mechanisms, and enhance the relationship and cooperation between the business community and the Customs.

The meeting with Korean enterprises was to timely solve difficulties and problems in the process of Customs procedures at the border gate; introduce new legal documents and regulations for enterprises to understand and implement correctly when carrying out import-export procedures, step by step raising the sense of law observance in the business community and coordination with the Customs in law enforcement against smuggling, commercial fraud, creating a healthy business environment in the business community.

Highly appreciating the investment environment as well as the support of Customs, the Korean Consulate General in Ho Chi Minh City Park Noh Wan said that in 2016, import and export turnover between Vietnam and Korea overcame $US 40 billion - the record in history. Korea has become the largest investment country in Vietnam with more than 4,000 enterprises in Vietnam.

"Particularly in Ho Chi Minh City, there are 1,000 Korean enterprises. I think that compared to other areas, the conditions in Ho Chi Minh City are more favourable. Also, there is an active support from the Customs Department of Ho Chi Minh City and the authorities of the city", Mr. Park Noh Wan said.

However, according to Mr. Park Noh Wan, Korean companies that have invested in Vietnam still have limited knowledge of administrative procedures, Customs laws of Vietnam and communication. Therefore, they can suffer more difficulties than investing in Korea.

Therefore, the dialogue meeting was a valuable opportunity for Korean enterprises to find solutions for problems in the process of Customs clearance of goods. South Korean companies want to promote their pioneering role in creating more value and economic development for Ho Chi Minh City on the basis of a close relationship with the Customs Department of Ho Chi Minh City to catch and comply with regulations on the Customs law.

Mr. Kim Heung Soo, the Chairman of Kocham said that according to research results from Korean companies investing in Vietnam recently, 46.1% of respondents said they would expand their investments, 71% of respondents said they satisfied with the business results in Vietnam. This result showed that Korean enterprises were satisfied with their investment in Vietnam. The biggest cause of satisfaction is that the Government of Vietnam has created a good investment environment, in which Ho Chi Minh City has more than 1,000 businesses. Kocham will serve as a connecting unit for South Korean companies and the Customs Department of Ho Chi Minh City.

At the meeting, the leader of the Customs Department of Ho Chi Minh City answered nearly 50 questions related to Customs procedures, tax policies for investment in machinery, processing operations, Customs Declaration, Customs value calculation, and analysis of classification of imported and exported goods.

In order to support and guide Korean enterprises, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong said that after the dialogue meeting, the Customs Department of Ho Chi Minh City would discuss and synthesize the contents of the Customs office's response for businesses to update. At the same time, classification of obstacles and problems related to the responsibility and authority of the Customs Department of Ho Chi Minh City should be handled immediately to facilitate businesses; distinguish the responsibility of the superiors to solve the problems soon.
