Many effects

As of June 30, HCM City Customs Department had collected VND62,351 billion or 57.7% of the estimate, increasing by 29.2% year-on-year.

To achieve the revenue target of VND108,000 billion and desired target of VND112,900 billion will be difficult due to the global economy recession, the tax rate cut under the free trade agreements. Therefore, the department has provided solutions for each task.

It has controlled revenues and prevented revenue loss. It collected more than VND580 billions of taxes from price rulings and post clearance audit. Of which, border gate customs branches earned VND550 billion, up four times compared with the same period of 2020.

Revenue collection has also been affected due to the public health crisis in the last months of the year.

Many firms in HCM City and southern provinces have suspended their operation, leading to the decrease in import, especially raw material and consumer goods.

Providing solutions to respond

HCM City Customs Department has encouraged customs officers to overcome difficulties and maintain smooth performance and customs clearance.

The department has also implemented plans for pandemic prevention and control and considered scenario when recording infections to maintain performance.

Some border gate and outside customs branches have worked with port operators to provide three on-the-spot solutions.

It has supported firms to boost export and import under road maps and plans.

HCM City Customs Department has asked units follow five solution groups.

First, the group of trade facilitation, units should diversify forms of dialogue and information exchange, remove obstacles and difficulties for firms, expand participants in dialogues, and apply dialogue methods.

Second, the group of revenue collection units must collect tax debt, hand outstanding tax debt, delete tax debts and prevent new tax debts in 20201. Closely control conditional tax exemptions and reductions to prevent arising new tax debts.

Third, officers in charge of tax assessment should be consolidated and stabilised. Implement rulings and post clearance audit at Customs office quickly, accurately and efficiently, properly and fully collect tax for the budget; control key commodity groups with high tax and large turnover. Study the situation at each branch to advise the department's leaders to change the management method in the direction of creating favourable conditions for enterprises while ensuring the management.

Fourth, units should classify and review goods on the MHS System and other customs operational programmes to check the classification and identification of HS codes; rectify the application of tax rates of special preferential tax rate, safeguard tax rate, anti-dumping tax, green tax and special consumption tax to collect the tax revenue due to the above violations.

Fifth, for the groups of tax exemption, reduction, refund, and non-collection, unit should focus on reviewing and examining projects and enterprises subject to tax incentives with suspect signs; conduct risk assessment and inspection at the taxpayer's headquarters after tax refund to promptly detect fraud.
