Hanoi Customs actively building a smart Customs model

Hanoi Customs in charge of nine customs operations

Director of Hanoi Customs Department Duong Phu Dong said to implement the policy of restructuring the information technology system, outsourcing information technology services and building a smart Customs model of the Ministry of Finance and the Customs sector, Hanoi Customs has actively carried out tasks assigned by the General Department of Customs.

Accordingly, Hanoi Customs Department is assigned three tasks including: researching the smart customs model; reviewing and comparing the smart customs model with the current Customs model (implemented on the VNACCS/VCIS system) and developing customs procedures.

Hanoi Customs is directly in charge of nine customs operations in the field of management supervision, including: management and supervision of exported goods and exit vehicles by air; management and supervision of imported goods and entry vehicles by air; management of luggage and goods of people on entry and exit; management and supervision of imported goods in off-airport cargo terminals; management and supervision of exported goods in off-airport cargo terminals; management of cars and motorbikes of entities eligible for immunity and privileges; management of import and export goods sent via express delivery and postal services; management of goods sold at duty-free shops and management of e-commerce goods.

In addition, Hanoi Customs has also worked with other customs departments to deploy 45 customs operations in six fields: management and supervision; anti-smuggling and investigation; import and export duties; post-customs clearance audit; and legal and verification.

To ensure comprehensive research and based on the direction of the Ministry of Finance, the General Department of Customs and the situation at the unit, Hanoi Customs Department has conducted a study on the smart Customs model and compared it with the current customs model.

To date, Hanoi Customs has reported to the General Department of Customs the results of the development of nine customs operations; and given comments on 45 customs operations under other units.

Hanoi Customs actively participates in major tasks

Hanoi Customs Department will continue to direct the research and development of a smart Customs model to its subordinates and affiliated units, all officers and employees and party members of the Hanoi Customs Department, Director Duong Phu Dong said

The department will actively and effectively participate in major tasks which are being implemented by the General Department of Customs, including: institutional building, proposing the promulgation of legal documents, relevant procedures and processes; research and comment on Draft documents amending and supplementing the legal basis for implementing smart Customs such as Decree 08/2015/ND-CP; Decree on state management of food quality and safety for imported goods; Decree on connection, Decree on management of export and import goods in e-commerce transactions and guiding documents, said the director of Hanoi Customs Department.

For the construction and rearrangement of the organization and apparatus to deploy the Smart Customs and Digital Customs model, Hanoi Customs will propose a model of organizational structure, functions and duties of customs of subordinates and affiliated units and build and run information technology systems, equipping technical facilities.

Moreover, Hanoi Customs will develop and implement an information plan to the business community through conferences organized by the People's Committees of provinces and cities; conferences organized by Hanoi Customs Department, in coordination with relevant units, thereby creating consensus among the business community, leaders of local authorities and other stakeholders, and gathering opinions of the business community.

In addition, Hanoi Customs Department has also prepared conditions to build the Smart Customs model in accordance with the plan of the General Department of Customs such as: arranging the working place of the branch which receives customs formalities and planned to arrange the organizational structure and personnel.

Therefore, Hanoi Customs Department has proposed to pilot the new information technology system and smart Customs model at the unit.
