In order to overcome the shortcomings and limitations in a timely fashion, make fundamental changes in the fight against smuggling, commercial fraud, and counterfeit goods, there is a need for greater determination and responsibility from the Steering Committee to direct people to perform; the efforts of agencies and competent agencies. According to this spirit, in the last months of 2017 and the next period, the Deputy Prime Minister has requested the ministries, sectors and localities to continue to thoroughly understand and implement the tasks mentioned in Government’s Resolution 41 / NQ-CP of 9th June 2015 on stepping up the fight against smuggling, commercial fraud and counterfeiting.

Specifically, focusing on deploying, implementing strictly, effectively the programs, plans and instructions of the Government, the Prime Minister, and the National Steering Committee 389; defining the fight against smuggling, commercial fraud and counterfeiting as important and regular political tasks of all levels and sectors, resolutely not having a prohibited area in this work.

Along with the fight against smuggling, commercial fraud and counterfeit goods, ministries, branches and localities must effectively implement solutions to improve the business investment environment and reform administrative procedures, actively apply science and technology, renovate modes and processes to reduce costs and improve product quality, and ensure the balance of supply and demand of the domestic market.

Socio-economic development in remote and border areas must be closely associated with propaganda and mobilization for the construction of new rural areas, building a movement for the whole population to participate in national security and stability, ensuring that people will not participate in smuggling, illegal cross-border transportation of goods.

The Deputy Prime Minister has requested the ministries, branches, and localities to intensify the inspections of their responsibilities; inspections and examination of official duties towards democracy, publicity and transparency in cadre work, especially in the stages of appointment, transfer, rotation, evaluation, commendation, and discipline.

Handling the heads of the administrations, competent agencies for smuggling, commercial frauds and illicit goods for irresponsibility and inappropriateness in the struggle for prevention, detection, and handling of violations. For officials and public employees who commit violations, they must be strictly and publicly handled according to the provisions of law and consolidate their beliefs in the public.

At the same time, promoting the propagation and regular dissemination of the harmful aspects of smuggling, commercial frauds and counterfeit goods in the public as well as cadres and civil servants, especially cadres and civil servants belonging to competent forces to enhance the sense of responsibility; Launching a mass movement of people involved in the fight against smuggling, commercial frauds and counterfeit goods, setting good people's example in order to create strength in the whole society in the fight against smuggling, commercial fraud and counterfeiting.

Promptly handling cases of smuggling and trade in counterfeit goods

The Deputy Prime Minister has requested ministries, branches, and localities to take initiative in reviewing outstanding cases, which were publicized but they could only be administratively sanctioned for reconsideration to strictly handle according to the provisions of the Law.

Ministries, branches, and localities shall continue to direct the stepping up of basic investigation, timely detection and handling of cases of smuggling, trade and production of counterfeit goods; set up the major reconnaissance to accomplish this task, it is necessary to pay attention to supplement modern professional equipment for competent forces.

The National Standing Office of the 389 National Steering Committee will study and discuss with domestic and foreign agencies, organizations, enterprises and competent forces to evaluate their existence and difficulties, to work out solutions, formulate and implement a number of thematic programs and plans on the fight against smuggling, commercial fraud and counterfeit goods based on groups of goods and geographical areas.

At the same time, coordinating with concerned agencies to thoroughly grasp the situation and propose the establishment of working missions of the National Steering Committee 389 to inspect the agencies in the implementation of the Prime Minister's direction, the National Steering Committee 389 for serious and complex cases related to smuggling, commercial fraud, and counterfeiting.
